Your Specific Responsibilities:- To assist in maintaining an efficient and well managed county health department (CHD) the Assistant Administrator and Deputy Health Officer is an executive level position responsible for ensuring coordination among all administrative, programmatic and operational activities at the CHD. This position works independently and with minimal supervision from the Administrator and Health Officer to coordinate efforts in advancing the performance of CHD by collecting and analyzing performance metrics, developing and implementing standardized policies and procedures, and coordinating and conducting specific training to enhance the skills and abilities of key management staff.
- This position reports directly to the CHD Administrator and Health Officer and serves as delegated authority in the absence of the Administrator to act in all matters involving the department. The incumbent will assist the Administrator in the supervision and leadership of the CHD's operations to include all essential public health services, clinical management, workforce and labor relations, preparedness and response (serves as Deputy Incident Commander and Health and Medical Section Chief), as well as strategic planning and quality assurance processes.
- Promotes collaboration with internal and external stakeholders. Represents the CHD and Administrator among agencies and community-based organizations. Collaborates with community leaders and citizens to develop, enhance and implement community engagement models to address lagging health indicators. Develops and delivers presentations for a myriad of groups such as elected officials, healthcare organizations, community organizations and non-profits related to the achievement of programs and health department objectives.
- The incumbent will be responsible for various administrative functions of the CHD including, but not limited to, staff performance appraisals, planning and directing employees, approval of travel and leave requests, personnel actions or effectively recommending such actions, and serving as hiring authority for office personnel. This position directly supervises the following programs and initiatives: Environmental Public Health, Safety & Preparedness, Disease Control and Health Protection, and Community Health.
- Maintains knowledge of applicable laws, rules, regulations, departmental policies, and procedures. Authority to procure or approve purchases for official state business using the purchasing card in compliance with Florida law and DOH rules and regulations governing policies and the established guidelines for use.
Required Knowledge, Skills, and Abilities:- Supervisory skills
- Basic computer skills
- Windows: Word, Outlook, Excel, PowerPoint
- People First, FIRS, and other productivity programs, as required
- Basic HMS, WORKS, MFMP, EARS, and FMMS, as required
- Ability to travel, including some overnight trips
Qualifications:Minimum -
- 5+ years of progressive managerial/leadership experience in a Florida County Health Department
Preferred -
- Master's Degree or higher in Public Health, Health Administration, or related Medical/Social Services field
- Experience in various Public Health programs
- Experience in Emergency Operation Center operations
- Experience in budgeting and use of the state Financial Information Reporting System (FIRS)
