PURPOSE This position supervises the development, administration, and support of the Associations enterprise applications and data systems, including geospatial tools and applications and ensures reliable, secure, and efficient operation of application platforms, integrations, and databases, and coordinates the execution of application-related projects aligned with organizational priorities.
ESSENTIAL FUNCTIONS OF THE POSITION 1. Collaborates with IT leadership to implement application strategies, identify priorities, and manage tasks necessary for maintaining secure and reliable software applications and utilities in support of the Associations mission.
2. Supervises the Applications Section and oversees software development, administration, and application lifecycle management.
3. Supervise and develop staff by overseeing hiring, performance management, coaching, training, work assignments, and employee development in accordance with Association policies and procedures. Provides program management and coordination for Information Technology projects.
4. Supervises development and acquisition of enterprise software applications and utilities to meet the Associations needs.
5. Supervises the implementation and support of NISC iVUE enterprise software and supporting infrastructure.
6. Supervises Information Technology department software contracts, subscriptions, requisitions and invoices.
7. Reviews and assesses application software needs and proactively participates in research, selection, planning and implementation of appropriate, cost effective solutions to meet those needs.
8. Maintains up-to-date knowledge of new or developing technologies and solutions and seeks creative solutions to meet changing Association requirements.
9. Prepares annual budget requests and manages budget expenditures for enterprise applications, database platforms, software licensing, integrations, and related Information Technology initiatives.
10. Collaborates with cross-functional teams in the design and implementation of automation and application solutions.
11. Participates in the Information Technology management team to develop systems standards, short- and long-term goals, project management, process improvement, and strategic directions.
12. Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively with other Association departments.

ESSENTIAL POSITION REQUIREMENTS Qualified candidates are required to have a:
- Bachelor of Science in computer science, information technology or equivalent relevant experience.
- Seven (7) years of progressively responsible systems analysis and design experience, as well as managing and participating in application development and support.
Preference will be given to candidates who have:
- Significant experience with Oracle and Microsoft Database environments.
- Significant experience in information technology in an electric or other utility environment.
- Significant experience in applying the principles of supervising people, building and managing effective teams, and developing and implementing budgets and work plans.
- Experience supporting or developing GIS-related applications and tools.

Knowledge of cybersecurity concerns and best practices, including a working knowledge of NERC-CIP, NIST, PCI, HIPAA and related security guidelines.
Knowledge of programming languages such as C#, Visual Basic and PHP, and other development tools, such as Visual Studio, SQL Server, GitHub, ESRI and Microsoft Office development.
Knowledge of various web development technologies, such as ASP.NET MVC, CSS, JavaScript, Entity Framework, CMS, and WordPress.
Knowledge of database design methods, support utilities, and data warehousing concepts
Knowledge of file maintenance and report generation methods, preferably with use of SSRS, Crystal, and Access.
Knowledge of the fundamental concepts and operating principles of data communications and data processing hardware and software.
Knowledge of computer programming, data modeling, and object-oriented programming procedures and techniques.
Knowledge of rapid application development tools and continuous integration technologies.

EMPLOYMENT STATUS This position is classified as an exempt, non-represented position; and therefore, is not eligible for overtime compensation. All Association employees are expected to work widely varying amounts of time outside the normal shifts to assist in power restoration or other needs of the Association.
