Duties

You will provide direct support to the Regional Director, BRAC PMO, as directed.
You will embrace the development of new and innovative approaches to advance the techniques and tools of Navy base closure and disposal.
You will design, establish, coordinate and lead a BRAC team to ensure the success of timely environmental remediation and disposal of excess DON facilities for productive reuse.
You will provide intergovernmental coordination with local governments, other federal agencies, and consultation with the closing activity and tenants on base closure and disposal issues.
You will plan and oversee the transfer of utility, real and personal property at closing or realigning bases where values can range to billions of dollars.
You will develop, administer and execute the team's annual and long-term budgets.
You will maintain applicable project management data systems to effectively report, internally and externally, the status of environmental remediation and BRAC process actions.
You will oversee the team's efforts to complete Environmental Liabilities and Real Property audit requirements for bases within assigned area of responsibility.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading a team to conduct organizational functions in specialized fields (e.g., program management, planning, intergovernmental coordination, environmental restoration/compliance, real estate transactions and economic analysis); 2) Combining community liaison, planning, real estate, and environmental skills with a business perspective to deliver sound investment decisions; 3) Providing program management of complex projects; and 4) Executing strategic planning and analysis to complex projects, such as (but not limited to) clean-up and disposal of Navy and Marine Corps bases closed by the Base Realignment and Closure process.
