GENERAL STATEMENT OF DUTIES: Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), to assist in identifying emerging technologies, management and oversight of technology deployments, maintenance and support operations of technology platforms and services; which may include contract, finance, security or other supporting strategic initiatives; to be responsible for the enforcement and rollout of centralized standards, procedures, and policies within ETSS; to assist ETSS leadership in collaborating with agency and department teams to drive the conceptualization, transformation, delivery and technical realization of the multiple technology solutions creating efficient and innovative platforms for internal and external customers; and to do related work as required.
SUPERVISION RECEIVED: Works under the administrative direction of the ETSS Leadership with considerable latitude for the exercise of initiative and independent judgement. Work is subject to review and approval through consultations and written reports for satisfactory performance and conformance to established policies, procedures, rules and regulations.
SUPERVISION EXERCISED: May review the work of professional and technical staff.

  • Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), to assist in identifying emerging technologies, management and oversight of technology deployments, maintenance and support operations of technology portfolios; which may include contract, finance, security or other supporting strategic initiatives; to be responsible for the enforcement and rollout of centralized standards, procedures, and policies within ETSS; to assist ETSS Leadership in collaborating with agency leadership and department teams to drive the conceptualization, transformation, delivery and technical realization of the multiple technology solutions creating efficient and innovative platforms for internal and external customers.
  • To collaborate with ETSS resources in developing short- and long-term ETSS goals for departments and agencies.
  • To lead and assist in the planning, design, secure configuration and deployment of infrastructure, applications and business systems in support of organizational functions and processes.
  • To work with ETSS resources and leadership to identify opportunities for digital innovation and transformation.
  • To continuously assess current ETSS platforms and solutions to research and recommend new solutions which might potentially enhance or replace existing legacy systems as necessary and continuously build an enterprise level IT product and service catalog.
  • To lead assigned emerging technologies evaluation and standardization activities
  • To implement or enhance current client deployment and management procedures and processes.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles, practices, and procedures involved in the operation of information technology management systems as described above; the ability to apply such knowledge in the overall planning, organization, direction, coordination, and administration of associated management and support functions. An in-depth knowledge of the organization and functions of government including the ability to establish and maintain effective work relations with all state officials; the ability to supervise the operation of a central information management system; strong verbal and written communication skills; the ability to plan, supervise, direct, and review the work of a professional, technical and clerical staff; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Graduation from a college of recognized standing with a bachelor's degree in information technology, Information Management Systems, or a closely related field such as Business Management or Public Administration supplemented by completion of specialized information technology and research training courses; and
Experience: Considerable employment in a responsible solution architect position in a capacity that is responsible for a major information technology support operation; extensive experience in technology advancements such as unified endpoint management (UEM) platforms, asset management, configuration management, compliance/security management, IT service management/ITIL Framework, and zero-trust architecture for example. Experience with writing technical, procedures, and policy documents; experience in enterprise applications and/or departmental applications.
Or any combination of education and experience that shall be substantially equivalent to the above education and experience.

Essential Job Responsibilities:
• Assist with the Endpoint Computing and Client Architecture Strategy
• Supervise Workplace Technology staff as needed.
• Project Manage and Execute implementation of new technologies. Implement enterprise service initiatives or new technology deployments.
• Perform assessment of current SCCM architecture with the intention of identifying issues related to design, health, and functionality.
• Work with the Workplace Technology Manager to align with Cybersecurity strategy and understand shared responsibilities.
• Work with the Workplace Technology Manager to support the Information Technology Security and Risk Program Management Plan by ensuring the execution of Enterprise Security Control Compliance including endpoint vulnerability scanning and patch management.
• Assist in designing, Planning, and Implementing a Unified Endpoint Management solutions.
• Plan, implement, and continuously assess endpoint configuration standards.
• Assist with documentation across Endpoint Management infrastructure and architecture.
• Develop metrics and reports to support endpoint computing management and asset management activities.
• Lead the delivery of training to the primary users of UEM who will be deploying patches and applications on the configuration, deployment, and troubleshooting processes.
• Analyze current Operating System Deployment methods and recommend improvement to the current process.
• Collaborate with clients to thoroughly comprehend their technological needs and craft tailored endpoint management solutions.
• Lead and execute technology transformation projects with an unwavering focus on the successful implementation of device management, configuration, and software deployment strategies.
• Assess and fortify client security postures through the utilization of technologies such as On-premises Policy Management (GPO), Cloud Policy Management, Conditional Access Policies, and Defender for Endpoints.
• Manage Mobile Device Management (MDM) solutions and ensure strict adherence to configuration and compliance standards.
• Oversee Configuration Management to standardize and automate configuration changes.
• Maintain and enhance Patch Management processes to guarantee that systems are up to date and shielded from vulnerabilities.
• Efficiently package and deploy applications in alignment with client requirements.
• Employ scripting with PowerShell, PowerShell App Deployment Toolkit, and Desired State Configuration for automation and system customization.
