Full Job Description
STV's San Antonio, TX location is seeking a Water/Wastewater Project Manager for our Water Practice Group. You'll provide the ability to contribute immediately to Water and Wastewater (W/WW) project development and execution of varying sizes as part of a growing office.

As a Water/Wastewater Project Manager you'll perform project design engineering, project design staff oversight, quality control, project management, client development, proposal preparation and sales pursuits for W/WW transmission, distribution and collection projects in Texas. You'll have a strong understanding of principles and theories of water hydraulics, pipeline mechanics and materials, operation and control, and installation means and methods. You'll be responsible for performing all aspects of W/WW engineering. In this position, you'll work under the supervision of the Water Group Manager. Experience with pipeline hydraulics, mentoring and managing younger staff, managing budgets, schedules, client meetings, leading design tasks and a PMP certification are a plus.

Principal Duties and Responsibilities:
  • Responsible for performing civil engineering duties for assigned water and wastewater projects.
  • Prepare and/or monitor project budgets and schedules and ensure timely project completion in accordance with contract requirements.
  • Analyze reports, maps, drawings, blueprints, tests, and aerial photographs to plan and design projects.
  • Prepare design computations, quantity estimates and probable construction cost estimates.
  • Prepare and modify reports, specifications, plans, construction schedules, and project designs.
  • Develop engineering designs in CAD as necessary.
  • Responsible for meeting quality system tasks as defined in quality manual or Project Implementation Plan.
  • Conduct site visits to monitor construction progress and serve as onsite project representative.
  • Assist in the preparation of engineering agreements, and in the coordination of pricing, estimating, scoping and marketing strategies for proposed projects.
  • Direct and supervise activities of engineers, and draftsmen/technicians in developing engineering designs into working/contract drawings.
  • Ability to work independently and sign and seal engineering documents.
  • Assist the Project Manager with internal and external activities.
  • Position requires approximately 5-10 % of travel time to project sites primarily within the Austin, TX metropolitan area.


Here's What You'll Need:
  • Bachelor's degree in Civil Engineering
  • A minimum of (10) ten years of civil engineering experience in the design of water and wastewater pipelines, design of public water systems, performing water distribution modeling, perform pipeline hydraulic flow and pressure calculations, creating site development plans and related engineering drawings, and conducting site visits and field inspections.
  • A Professional Engineering license in the state of Texas is required.
  • Required experience must include utilization of Autodesk Civil 3D, ArcGIS, Google Earth.
  • Experience with pipeline hydraulics; mentoring and managing younger staff and managing budgets, schedules, client meetings, and leading design tasks.
  • PMP certification would be a plus.
  • Demonstrable experience in the design and construction of W/WW infrastructure: planning, design and construction of water and wastewater conveyance design.
  • Experience working with local municipalities and utility companies.
  • Ability to utilize computer systems as a tool to effectively manage projects.
  • Must be able to demonstrate the following skills: leadership, oral and written communication, planning, teamwork, decision making, judgment and problem solving.
  • Experience with presenting and leading/participating in project meetings.
  • Experience related to directing, coordinating, and supervising a staff: consisting of multiple Construction Managers, Office Design Engineers, Project Control Manager, Contracts / Procurement Manager and multiple Field Inspectors.
  • Knowledge of scheduling, spreadsheet, document, and database software.
  • Knowledge of and experience in reviewing and implementing a QA/QC Plan.
  • Experience in reviewing and overseeing a Document Control Plan, and development/ utilization of a Project Procedures Manual.


Compensation Range:
$118,489.97 - $135,417.11
