Full Job Description
Full-Time | Salaried | Annual Salary: $120,000

Hours: 7:00am to 3:30pm- also must be available for emergencies as needed
NJ Civil Service Position (Provisional Appointment Pending Civil Service Process)

The Water Superintendent is responsible for directing and coordinating the operation, maintenance, repair, and expansion of the City's water treatment and distribution systems. This position oversees staff engaged in water treatment, water distribution, meter operations, maintenance, construction, and repair activities while ensuring the continued delivery of safe and reliable drinking water. The Superintendent develops plans to meet current and future water system demands, oversees water quality monitoring and sampling programs, reviews operational reports and performance data, prepares and administers departmental budgets, and manages equipment, materials, supplies, and infrastructure resources. Responsibilities also include inspecting field projects to ensure compliance with specifications and industry standards, supervising the installation and maintenance of water mains, hydrants, valves, service lines, and related infrastructure, and assisting with capital improvement planning and system upgrades.

The Water Superintendent works closely with City departments, contractors, consultants, utility providers, and regulatory agencies to coordinate operations and projects. The position is responsible for responding to customer concerns, service disruptions, and emergency situations, while preparing reports, correspondence, and regulatory documentation required by management and governmental agencies. The Superintendent ensures compliance with all applicable federal, state, and local regulations, including those established by the New Jersey Department of Environmental Protection (NJDEP), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA), and provides leadership in maintaining the efficiency, reliability, and regulatory compliance of the City's water utility operations.

Knowledge, Skills, and Abilities

The successful candidate will possess extensive knowledge of water treatment and distribution system operations, including the maintenance, repair, inspection, and construction practices associated with public water systems. The candidate should demonstrate a thorough understanding of regulatory compliance requirements, budgeting principles, personnel management, and departmental administration. Strong organizational skills are required, along with the ability to effectively prioritize complex projects and operational demands while ensuring the efficient use of personnel, equipment, and resources.

The ideal candidate will have proven leadership abilities and be capable of supervising, training, and motivating staff in a collaborative and professional manner. Strong written and verbal communication skills are essential, including the ability to prepare clear, accurate reports and correspondence and effectively communicate with employees, residents, contractors, consultants, and government agencies. The successful candidate must also be proficient in utilizing electronic reporting systems, recordkeeping systems, and operational software used to manage utility operations, regulatory reporting, and departmental functions.

Minimum Qualifications (required):

Experience
  • Five (5) years of experience in the maintenance, operation, and repair of a water distribution and/or water treatment system.
  • Three (3) years of supervisory experience within a water utility environment.
  • A valid New Jersey Driver's License.

Licenses and Certifications (Per State of NJ)

Applicants must possess (required)
  • A valid New Jersey Class 3 or Class 4 Water Treatment (T) Operator License and Water Distribution 3 (W-3) Operator License issued by the New Jersey Department of Environmental Protection (NJDEP).

Regulatory and Technical Requirements

The successful candidate must possess demonstrated experience with:
  • Water sampling and state-required sampling schedules.
  • Water quality monitoring and compliance programs.
  • Preparation and submission of NJDEP regulatory reports, including:
    • T3 Reports
    • Water Quality Parameter (WQP) Reports
    • Quarterly Static Reports
    • Water Tax Reporting
  • Regulatory inspections and compliance audits.
  • Water treatment and water distribution system operations.
