The Opportunity:
As a member of the BEAGLE ASF Team, you will support the men and women charged with safeguarding the American people and enhancing the Nation’s safety, security, and prosperity. CBP agents and officers are on the front lines, every day, protecting our national security by combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.
In this role, you will be the program's video delivery expert. You will design, build, and optimize end-to-end Full-Motion Video (FMV) streaming pipelines utilizing Wowza Streaming Engine and AWS Elemental media services. Collaborating directly with Enterprise Architects and Technical Leads, you will help design and implement low-latency live video streaming topologies utilizing modern protocols like HLS and WebRTC, while steering the team toward future-state video transport technologies like SRT (Secure Reliable Transport) to support tactical edge operators.
Responsibilities:
- Architect & Engineer Video Pipelines: Collaborate with System Architects and Tech Leads to design, deploy, and maintain highly resilient, enterprise-scale video streaming architectures across hybrid (cloud and on-premises) environments.
- Media Server Administration: Install, configure, cluster, and optimize Wowza Streaming Engine servers to handle high-concurrency ingestion and distribution.
- Cloud Video Processing: Configure, monitor, and optimize cloud media workflows using the AWS Elemental Suite (including Elemental MediaLive, MediaConvert, MediaPackage, and MediaStore).
- Protocol Implementation: Implement and tune streaming video protocols including HLS, WebRTC, RTMP, and RTP/UDP, with a strong focus on deploying SRT (Secure Reliable Transport) for secure, low-latency streaming over unpredictable networks.
- Video Optimization: Configure and optimize video codecs (H.264/MPEG-4 AVC, H.265/HEVC), transcode profiles, frame rates, adaptive bitrate (ABR) streaming, and keyframe intervals for optimal performance over low-bandwidth environments.
- Troubleshooting & Quality Assurance: Deep-dive into complex video streaming issues such as frame drops, audio-video synchronization issues, latency bottlenecks, caching issues, and decoder incompatibilities.
- Secure Delivery Integration: Partner with security engineers to implement content encryption, DRM, secure token authentication, and TLS-wrapped streaming protocols to safeguard sensitive video assets.
- Automation & Observability: Write scripts (Python, Bash) to automate video ingestion pipelines, server provisioning, and performance monitoring. Establish real-time QoS/QoE monitoring and alerting for all active video streams.
- Agile Team Member: Actively participate in sprint planning, retrospectives, daily stand-ups, and product demonstrations, delivering production-ready configurations and features in short sprint cycles.
Qualifications:
- Citizenship & Clearance: Must be a U.S. Citizen with the ability to pass a CBP background investigation. Criteria include, but are not limited to:
- 3-year check for felony convictions
- 1-year check for illegal drug use
- 1-year check for misconduct such as theft or fraud
- Education: College degree (B.S.) in Computer Science, Information Technology, Electrical/Computer Engineering, or a related technical field (equivalent experience accepted in lieu of degree).
- Professional Experience: 7+ years of experience in systems engineering, software engineering, or network engineering, with a minimum of 3+ years of dedicated, hands-on experience engineering live enterprise video streaming systems.
- Location: Must be available to work a hybrid schedule with an on-site requirement in Ashburn, VA.
You are good at:- Media Servers: Advanced administration, tuning, and clustering of Wowza Streaming Engine (or similar enterprise media servers).
- AWS Media Services: Configuring cloud-native workflows using AWS Elemental MediaLive, MediaConnect, MediaPackage, and CloudFront CDN.
- Streaming Video Protocols: Working knowledge of HLS, WebRTC, RTMP, and transport stream protocols.
- Next-Gen Transport: Strong understanding of SRT (Secure Reliable Transport) mechanics (e.g., packet recovery, ARQ, latency tuning over public networks).
- Linux Systems: Operating and configuring Linux-based environments (RHEL, Ubuntu) where streaming software is hosted.
- Networking Foundations: Understanding routing protocols, multicast vs. unicast, firewalls, ports, NAT traversal, QoS, and bandwidth constraints.
- Troubleshooting Media: Analyzing video streams using diagnostic tools, packet analyzers (Wireshark), and command-line media tools like FFmpeg and ffprobe.

$103,800 - $218,100
