Summary

The Vice Procurement Services Executive is the principal advisor to the Procurement Services Executive (PSE) and serves as Head of Contracting Activity (HCA) in the PSE's absence. The incumbent is Deputy Director, Defense Information Technology Contracting Organization (DITCO), and DISA Senior Services Manager (SSM), providing executive leadership for DISA procurement, including telecommunications, IT, and cyber services, with over $7B in annual obligations and a portfolio exceeding $120B.

  • Serves as Vice PSE at DISA; supervises and/or overseas a number of GS-15 civilian positions such as the Deputy Director, Operational Contracting Chief(s), Support Division Chief(s), etc.
  • Provides leadership for all personnel in the Procurement Services Directorate, as well as all mission partners requiring procurement support. Mission partners include DISA, other Department of War (DoW) agencies, Military Departments (MILDEP), and other federal agencies.
  • Under the supervision of the PSE/HCA, leads as the Deputy Director, DITCO, and is the Source Selection Authority for competitive procurements over $500M.
  • Provides overarching direction and guidance for all contract actions and other transactions for both internal and external DISA mission partners.
  • With the PSE/HCA, leads and directs the development and promulgation of plans, policies and procedures for (a) procurement and contract administration of highly complex, high value information technology, communications systems and networks; (b) procurement and contract administration of telecommunications services, cyber and information technology for all DoW and other government agencies.

  • This position requires the incumbent to have regular and recurring access to Top Secret information in the performance of official duties where the loss or compromise of such information would cause serious damage to National Security.
  • The incumbent may be required to obtain and maintain Classified Courier orders.
  • This position is a Testing Designated Position, which requires the incumbent to submit to random testing of urine and illegal drugs or substances.
  • Incumbent is required to comply with the provisions of the Ethics in Government Act, Public Law 95- 521 requiring the submission of Financial Disclosure Statement, SF 278, upon assuming the position, annually, and upon termination of employment.
  • This is an Acquisition Key Leadership Position (KLP).

TECHNICAL QUALIFICATIONS: Your resume should demonstrate accomplishments that would satisfy the

technical qualifications:

TQ 1 - Procurement and Regulatory Expertise - Comprehensive knowledge of federal procurement statutes, regulations, policies, and procedures to provide executive oversight of agency-wide procurement programs.

TQ 2 - Strategic Integration and Stakeholder Coordination - Demonstrated ability to coordinate with senior officials across DoW components, federal agencies, and industry on high-visibility and controversial procurement matters.

EXECUTIVE CORE QUALIFICATIONS (ECQs): All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.

ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.

ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.

ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

DoW Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoW or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

Education

  • This is a Critical Acquisition Position (CAP) and a Key Leadership Position (KLP). In accordance with DoW Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program, the incumbent must possess Acquisition certification in the Contracting Functional Area at the Professional Functional Tier and meet all other KLP requirements prior to entering this position. Upon entry into this position the incumbent must complete and sign DD Form 2889, Critical Acquisition Position Service Agreement Key Leadership Position (KLP). The DD Form 2889 is a written agreement to remain in federal service in the position for at least three years. In signing such agreement, the incumbent does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. Any deviation from KLP requirements can only be waived by the Component Acquisition Executive. The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification. Professional Certification in the contracting career field is required before appointment to this position.
  • Current and Former Career SES members, and graduates of SES CDP programs with OPM Certified ECQ's need to only address the technical qualifications (and need not respond to the Executive Core Qualifications (ECQs)). Graduates of an approved SES Candidate Development Program must include a copy of their OPM certification of eligibility.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • The incumbent must be eligible to obtain and maintain, at minimum, a Top Secret/SCI security clearance.
  • The position is a Drug Testing Designated Position.
  • The incumbent is required to comply with the provision of the Ethics in Government Act, Public Law 95-521, as amended, which requires the submission of a Financial Disclosure Statement, OGE 278, upon assuming the position, annually, and upon termination of employment.
  • All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
