Job Summary

The Vice President of Human Resources demonstrates executive style leadership and provides expert support in the development and execution of the agency's strategic plans. The Human Resources Director coordinates services through the Human Resources staff, ensuring the efficient administration and management of the Human Resource functions to provide departments the personnel guidance, and support necessary to achieve their goals and objectives. This position assists in developing, implementing and evaluating HR policies, programs, functions and activities to ensure compliance with all relevant governing documents.

Job Functions

  • Acts as a positive representative of Home Assist Health upholding the company's mission, vision, and purpose.
  • Oversees and directs effective operation of HR operations, activities, and department personnel.
  • Strategically plans and collaborates with senior leadership on HR initiatives that will benefit the company and encourage more efficient and beneficial outcomes for employees.
  • Monitors, creates, and maintains inter and intra departmental processes and systems to ensure best practices.
  • Directs the Human Resources function to retain, develop and motivate employees in an effective manner and promote a safe, fair, positive work environment. Plans and oversees recruitment efforts, interviewing, hiring and orientation processes to maintain staffing levels with qualified individuals.
  • Oversees all aspects of Employee Relations including employee satisfaction, performance management, corrective counseling, and development, working to ensure certain workplace standards are met, and that employee concerns and requests are addressed.
  • Plans and directs activities relating to administration and maintenance of payroll and employee benefits programs. Develops and implements programs in a manner that ensures cost effectiveness, market competitiveness and internal equity among employees.
  • Collaborates with the VP, Finance and Operations in preparation of the fiscal year budget.
  • Implements and monitors budget for the Human Resources department.
  • Ensures compensation and benefits are in line with company policies and current legislation.
  • Performs market studies to evaluate compensation by position type to ensure fair and competitive compensation is offered to candidates and employees applying for positions. Supports the annual salary review for the agency.
  • Participates in promoting the organization's safety efforts, including serving on the Risk Management committee.
  • Develops, and analyzes ongoing and ad-hoc reports pertaining to employee personnel information and data, including issues such as benefits costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc.
  • Maintains up-to-date knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Identifies trends that could affect organizational objectives and/or operational resources. Interprets appropriate laws and policies and advises management, employees and retirees accordingly.
  • Provides oversight of the performance management process including monitoring performance evaluations to make certain they are completed, appropriate, and submitted on a timely basis. Facilitates development and monitors performance improvement plans.
  • Ensures compliance with company policies and procedures with state, federal and local laws, and regulations as they pertain to every facet of associated Human Resource functions.
  • Ensures proper maintenance of associate records, files, and human resources systems, while maintaining brand standards in all communication.
  • Responsible for handling unemployment insurance claims serving in the best interest of the company.
  • Perform other duties as assigned.


Qualifications

Education
  • Bachelor's degree in Human Resources, Business, Employee Relations or related field required.
  • Masters Degree Preferred


Experience
  • 10 plus years of management and/or supervisory experience
  • 10 plus years' experience working in Human Resources or related industry

Professional Certification
  • PHR/SPHR or SHRM-CP/SHRM-SCP preferred

Background Requirements
  • Must pass Criminal Background
  • Must be able to obtain a valid Level 1 Fingerprint Clearance Card
  • Must pass APS Registry Check at new hire and annually.

  • Requires reliable transportation and a current driver's license.
  • Must always maintain current automobile registration and automobile insurance.
