Vice President of HR Consulting ServicesReports to: Chief Strategy Officer, Tribal & Indian Health
Position OverviewTribal Health is a healthcare staffing and consulting firm serving primarily Native American Tribes and Tribal healthcare organizations. The Vice President will establish, develop, and grow the Company's HR consulting service line, providing external, fee-based services that help clients strengthen their HR infrastructure, workforce strategies, and organizational effectiveness in ways that respect Tribal sovereignty, governance, and community priorities.
This is a billable, revenue-generating position with direct accountability for business development, service delivery, and profitability. The Vice President personally secures consulting engagements, performs the consulting work, develops client deliverables, and supports implementation. Subject matter experts may provide specialized support as needed; the Vice President remains the primary consultant and is accountable for completing the work and achieving client results.
Key ResponsibilitiesService Line Development and Financial Accountability- Develop and execute the business plan for the HR consulting practice, including market positioning, service offerings, pricing, launch priorities, and growth strategy.
- Create practical consulting methodologies, assessment tools, templates, and quality standards that support consistent delivery and can be expanded as demand grows.
- Develop project, retainer, subscription, and fractional HR leadership offerings that meet client needs and generate repeat and recurring revenue.
- Own service line revenue and profitability performance, manage engagement budgets and costs, and meet established business development and personal billable utilization goals.
- Identify resource and technology needs, maintain a cost structure supported by revenue, and recommend additional resources as justified by demand and profitability.
Business Development and Client Relationships- Build and manage a qualified pipeline through direct outreach, existing client relationships, referrals, partnerships, and relevant industry events.
- Identify client needs and personally develop proposals, scopes of work, pricing, deliverables, and timelines in coordination with Company leadership.
- Convert opportunities into signed engagements and expand client relationships through demonstrated results, follow-on projects, and ongoing advisory services.
- Serve as a trusted advisor to Tribal leaders and healthcare executives and represent the Company through presentations, educational content, and professional relationships.
Direct Consulting Delivery- Personally conduct client discovery, interviews, assessments, research, and data analysis; develop recommendations, reports, policies, tools, and other contracted deliverables.
- Deliver consulting in HR assessments and infrastructure; compensation and total rewards; workforce planning, recruitment and retention; organizational design; leadership development; and employee engagement and workplace culture.
- Help clients develop dedicated healthcare HR functions or improve coordination with Tribal government HR, including reporting structures, decision-making authority, processes, and responsibilities.
- Translate findings into financially sustainable recommendations and implementation plans. Provide training, change management, and ongoing advisory support to help clients put recommendations into practice.
- Manage engagements from assessment through implementation and follow-up, maintaining agreed scope, schedules, budgets, communication, and quality. Document work and time accurately to support billing.
- Tailor services to each client's Tribal laws, policies, governance, cultural priorities, and healthcare environment. Protect confidential information and coordinate specialized questions with appropriate experts or legal counsel.
- Use subject matter experts for defined specialized needs while retaining responsibility for substantive consulting work, integration of expert input, and final deliverables.
Qualifications- Bachelor's degree in human resources, business administration, organizational development, or a related field, or an equivalent combination of education and relevant experience.
- Significant progressive experience in senior HR leadership or consulting, with demonstrated ability to personally assess organizational needs, analyze data, create deliverables, and implement solutions.
- Experience working with Tribal governments or Tribal organizations and an understanding of Tribal sovereignty, governance, employment preferences, and culturally responsive service delivery.
- Demonstrated success developing client relationships, securing consulting work, and managing revenue, pricing, budgets, and profitability.
- Strong expertise in compensation, workforce strategy, HR infrastructure, and organizational effectiveness, with sound judgment about when specialized expertise is required.
- Excellent writing, analytical, presentation, and project management skills; ability to work independently and balance business development with direct client delivery.
- Willingness and ability to travel for client engagements, business development, and industry events.
Preferred Qualifications- Healthcare HR experience.
- An advanced degree or senior HR certification.
Measures of SuccessSuccess in this position will be demonstrated through the Vice President's ability to:

- Build a qualified pipeline, secure new clients, and develop repeat and recurring revenue.
