Full Job Description
The Role:

24 Hour Home Care is seeking a transformational executive to lead enterprise compliance, regulatory strategy, and risk management across one of California's leading providers of non-medical home and community-based care.

This is not a traditional compliance role.

We're looking for a visionary leader who will build a best-in-class governance and compliance function that ensures critical regulatory, contractual, and operational obligations are proactively managed while enabling sustainable growth.

Partnering directly with executive leadership, you'll strengthen organizational oversight, accountability, and risk management while serving as the enterprise leader for Medicaid, Medi-Cal, managed care, and regulatory compliance.

What You'll Own

As Vice President, Compliance & Medicaid Programs, you will:
  • Build and lead an enterprise-wide compliance and governance program.
  • Develop executive dashboards, compliance reporting, and risk metrics.
  • Serve as the organization's subject matter expert on Medicaid, Medi-Cal, CalAIM, Community Supports, and managed care regulations.
  • Lead the enterprise Fraud, Waste & Abuse (FWA) program.
  • Ensure compliance with Managed Care Organization (MCO) contracts and regulatory requirements.
  • Partner with Operations, Finance, Revenue Cycle, HR, Legal, and executive leadership to embed compliance into day-to-day operations.
  • Lead audits, investigations, corrective actions, and enterprise risk management.
  • Transform compliance into a proactive business partner that enables growth and operational excellence.

What Success Looks Like

In this role, you will:
  • Build confidence that regulatory, contractual, and compliance obligations are consistently identified, monitored, and met.
  • Establish a governance framework with clear ownership, accountability, executive reporting, and measurable outcomes.
  • Develop a proactive enterprise risk management program that identifies and mitigates issues before they become business problems.
  • Strengthen compliance across Medicaid, Medi-Cal, managed care, and regulatory operations.
  • Develop and execute a compliance roadmap that connects strategy, risk, controls, monitoring, and execution.
  • Ensure policies, controls, and corrective actions are consistently implemented and sustained.
  • Provide executive leadership with meaningful visibility into enterprise risk, trends, mitigation strategies, and overall compliance health.
  • Build upon the strong foundation already in place by enhancing team capabilities, standardizing best practices, and establishing a scalable compliance center of excellence.

This is a hybrid position, with approximately one trip per month to Los Angeles and other company locations.

Work Schedule: Business hours are 8:00 a.m. to 6:00 p.m. Pacific Time. Depending on the position and business needs, employees may be required to work any scheduled shift within these operating hours.

What You Bring to the Table:

This role is ideal for an executive who has successfully led compliance within a highly regulated healthcare environment and understands how to balance regulatory excellence with operational execution.

Required

  • Enterprise risk assessment and mitigation.
  • Regulatory compliance strategy and operational execution.
  • Proven success translating complex regulations into scalable operational processes.

Preferred
  • Knowledge of California Medi-Cal and CalAIM programs.
  • Experience in home care, community-based services, managed care, health plans, provider organizations, or other Medicaid-funded healthcare environments.
