JOB SUMMARY:

The Clark County Water Reclamation District is seeking qualified candidates to apply for the Utility Sourcing & Procurement Analyst I/II (Purchasing Analyst) position. This position will be primarily responsible for:
  • Preparing invitations to bid and/or request quotations.
  • Receiving, reviewing, evaluating, and tabulating bids to determine compliance with the requirements of the bids; Comparing cost, acceptability, freight terms and delivery time.
  • Working with departments to plan, organize, coordinate, review, and prepare specifications and contract documents in accordance with state statutes, the District's Purchasing Policy, and internal policies and procedures.
  • Reviewing and recommending changes to contract documents and specifications, invitations to bid, requests for proposals, requests for quotations, and expressions/qualifications of interest prior to advertising to the public.
  • Evaluating and analyzing competitive sealed bids, competitive sealed proposals, requests for quotations and requests for statements of interest/qualifications; tabulating complex bids.
  • Participating in planning and improving procurement processes including any changes to the ERP system, or website enhancements; Participating in testing of any system enhancements related to the purchasing function.


Utility Sourcing & Procurement Analyst I: $34.53 - $50.50 Hourly
Utility Sourcing & Procurement Analyst II: $38.08 - $55.65 Hourly

The Utility Sourcing & Procurement Analyst I is a flex position. Upon successful completion of the training program and meeting the minimum qualifications of the higher-level class, to include obtaining any required certifications and/or licenses, the successful candidate will be non-competitively promoted to Utility Sourcing & Procurement Analyst II.
Education and Experience:
  • Utility Sourcing & Procurement Analyst I:
    • Bachelor's degree in business administration or related discipline.
  • Utility Sourcing & Procurement Analyst II: In addition to the above:
    • Two (2) years of full-time experience in professional level purchasing and expediting a variety of materials, supplies, and equipment, including developing formal specifications and bid documents and sources of supply.
  • Full-time professional experience in a related field may be substituted for education on a year-for-year basis, up to a maximum of two (2) years.
Licenses/Certifications:
  • Specified positions may require possession of a valid Nevada Class C driver's license at time of appointment.
Background Investigation:
  • Employment is contingent upon successful completion of a background investigation. Additional background investigations may be conducted periodically after employment.
Pre-Employment Drug Testing:
