What We Are Looking For:We're seeking a
Utility Rate & Financial Consultant to provide analysis and consulting services to PSE clients on economic and financial agreements, with a focus on revenue requirement studies, class cost of service analysis, and rate design development. This position supports the Economics, Rates, and Business Planning Department by evaluating rate changes, ensuring regulatory compliance, and contributing to long-term financial planning. The ideal candidate brings strong analytical and financial modeling skills, sound judgment, and the ability to thrive in a fast-paced, collaborative environment. Preferred to have someone hybrid at one of our PSE offices.
What You Will Be Doing:- Embrace, uphold, and live out PSE's core values around People, Problem-Solving, and Progress.
- Lead development of rate class cost of service studies to assess and design utility wholesale and retail rates, ensuring alignment with regulatory requirements and company objectives.
- Lead analysis and design of pricing and customer engagement programs including time-of-use rates, load management, EV charging, distributed generation, and large load (e.g., data center) contracts.
- Conduct benchmarking and evaluation of utility rates across multiple utilities and customer classes for various electrical end uses.
- Develop and present analyses, exhibits, and supporting materials for regulatory filings, including expert testimony and rate case support.
- Perform complex financial and rate analyses, including assessment of existing rates, proposed changes, regulatory filings, and required adjustments to rate structures under general direction with independent judgment.
- Develop long-range revenue and expenditure forecasts, incorporating capital plans and debt service requirements into rate and financial planning.
- Build cost-benefit and feasibility models to evaluate demand-side management programs (energy efficiency and demand response) and assess solar, battery, and hybrid project viability.
- Manage and document project progress, timelines, and budgets while collaborating with internal stakeholders and external partners to develop, revise, and implement rate structures, schedules, and regulatory submissions.
What You Will Need:Education and Experience
- A bachelor's degree in business, finance, accounting, economics, or mathematics is strongly preferred.
- 5+ years of related experience in consulting and/or a utility industry.
Knowledge and Skills
- Strong analytical and quantitative skills, with experience in financial modeling and forecasting.
- Knowledge of rate structures, regulatory requirements, and utility or service pricing.
Compensation:- Salary Range: $104,168 - $143,974 annually.
This salary range reflects the anticipated base salary for
five to twenty years of relevant experience. The successful candidate will be placed at a level that is commensurate with the candidate's relevant years of experience, education, and technical expertise.
