Position SummaryTechnical & Engineering Consulting is seeking an experienced
Utilities Systems Engineer to support utility system assessment, improvement, and recapitalization initiatives within a regulated pharmaceutical manufacturing environment.
The ideal candidate will have strong hands-on technical knowledge of
chillers, compressors, cooling towers, boilers, pumps, and associated utility systems, along with experience evaluating equipment condition, capacity, reliability, and capital improvement opportunities.
Key Responsibilities- Provide technical expertise for chillers, compressors, cooling towers, boilers, pumps, fuel tanks, and auxiliary utility equipment.
- Assess equipment condition, performance, reliability, capacity, remaining useful life, and obsolescence risks.
- Review equipment specifications, vendor technical documentation, engineering drawings, and P&IDs.
- Evaluate emerging technologies, energy-efficiency opportunities, and utility system modernization alternatives.
- Develop User Requirements Specifications (URS), Project Charters, Scopes of Work (SOW), and technical requirements.
- Prepare and support business cases, CAPEX justifications, cost estimates, budgets, and project schedules.
- Obtain and technically evaluate vendor proposals and quotations.
- Participate in engineering and design reviews, including Basis of Design, P&IDs, equipment specifications, and vendor technical packages.
- Support equipment procurement, FAT, installation, commissioning, qualification (IQ/OQ/PQ), startup, and maintenance strategies, as applicable.
- Ensure engineering activities comply with applicable cGMP, FDA, EHS, change control, and site requirements.
- Coordinate with Engineering, Maintenance, Operations, Procurement, EHS, Quality, vendors, and management.
- Prepare and present technical assessments, recommendations, business cases, and project updates.
Qualifications- Bachelor's Degree in Mechanical Engineering, Chemical Engineering, or related engineering discipline.
- Minimum 5 years of relevant experience with utility systems, preferably within the pharmaceutical, biotechnology, or other regulated manufacturing industry.
- Strong knowledge of chillers, compressors, cooling towers, boilers, and associated mechanical utility systems.
- Experience with equipment condition assessments, capacity evaluations, and utility/facility improvement projects.
- Experience supporting capital projects and equipment recapitalization.
- Knowledge of cGMP, FDA, EHS, and change control requirements within regulated environments.
- Experience with P&IDs, equipment specifications, vendor documentation, and technical evaluations.
- Strong project coordination, technical documentation, and communication skills.
- Bilingual in English and Spanish (written and spoken).
Preferred Qualifications- Previous experience supporting pharmaceutical manufacturing facilities in Puerto Rico.
- Experience with utility system energy-efficiency and reliability improvement initiatives.
- Experience developing CAPEX justifications, business cases, URS, BOD, and SOWs.
- Experience supporting commissioning, qualification, and startup of utility equipment.
