This position is eligible for bilingual pay, which would increase the base pay by 2% for a range of $40.61 to $47.05.

Major Function and PurposeThe Utilities Compliance Specialist is responsible for administering the City's Utilities Compliance Program, which consolidates the following required inspection and compliance requirements: (1) Cross Connection Control Program, in accordance with WAC 246-290-490; (2) Control and elimination of Fats, Oil and Grease from the sanitary sewer system in accordance with the Uniform Plumbing Code Sections 1009.6 and 1014.2; and (3) Maintenance and inspection program for private businesses with stormwater management systems connected to the City's Municipal Separate Storm Sewer System (MS4).
General FunctionPosition administers the Utilities Compliance Program intended to regulate and inspect activities for private businesses and commercial activities within the City jurisdiction, as well as residential connection with activities that may be harmful to the City's infrastructure.

- Administer the City's Cross Connection Control Program:
- Notify customers utilizing backflow assemblies of annual inspections
- Collect annual Cross Connection inspection data from any water customer utilizing backflow prevention devices
- Enter testing results into database
- Ensure compliance with regulations per WAC and U.P.C.
- Conduct routine physical inspections of premises to ascertain the need for cross connection control
- Write procedural documents for backflow and cross connection enforcement
- Assist with review of plans and permit application documents for compliance with backflow and cross connection needs
- Coordinate with Utility Billing to review, add and code accounts correctly
- Prepare annual report as required by WAC
- Administer a Fats, Oils and Grease (FOG) Program that reduces the risks of unnecessary blockages to municipal sanitary sewer system due to improper practices or improper maintenance of grease traps and interceptors used by Food Service Establishments (FSE's):
- Schedule and perform site visits and inspections of FSE's
- Conduct routine physical inspections of premises to ascertain the need for installation of or maintenance on FOG reduction/elimination equipment
- Develop educational materials to distribute to FSE's on proper maintenance and operation of FOG
- Assist with review of building plans and permit application documents for new FSE's to ensure proper design of FOG management systems
- Administer a maintenance and inspection program for businesses and privately owned stormwater systems that connect to the City's Municipal Separate Storm Sewer System (MS4):
- Develop and maintain an inventory of local businesses and privately owned stormwater facilities
- Conduct inspections and related enforcement for regulatory compliance of privately owned and local businesses that connect to the City's MS4 that meets the requirements of the City's National Pollutant Discharge Elimination System (NPDES) Municipal Permit
- Reliable and regular attendance is required

Contacts and RelationshipsThis position has frequent contact with state, county, and municipal government officials, outside consultants, and other business-related individuals or agencies. Will have contact with other Public Works employees, contractors, other City personnel, and the public. These contacts involve a wide variety and range of purpose, including the need to provide or collect information, coordinate projects or activities, or solve or negotiate solutions to problems. Communication may be either by telephone, in person or through written message.
Working ConditionsWork is performed indoors and outdoors in all types of weather conditions. May be required to work in confined spaces and on ladders, inclines, and in noisy work areas. May be exposed to extremes in temperature, chemicals, direct sunlight, dust, pollen, machinery or its moving parts, pesticides, insecticides, noxious fumes, and/or insect stings. May be required to walk in or around construction sites and may encounter hazards such as open ditches, vaults, manholes, heavy machinery, hazardous gases, excessive noise, and vehicle traffic. May be required to wear protective clothing or equipment in the performance of duties. Attendance at evening or weekend meetings or other off-duty events may be required. May be called back to work before or after regularly scheduled work hours, or on scheduled days off. Telecommuting within Washington state is permitted at the supervisor's discretion in accordance with City policy.
Knowledge, Skills and AbilitiesKnowledge of the Phase II NPDES Municipal Permit; federal, state and local laws; rules and regulations related to regulatory compliance; Port Orchard Municipal Codes relating to inspection and enforcement for water, sewer and stormwater utilities; the Uniform Plumbing Code as it applies to Cross Connection Control and fats, oil, and grease reduction and abatement; and the Washington Administrative Code as it applies to cross connection control, sanitary sewer regulations, and stormwater management.
Ability to read and understand blueprints and plans; work independently with limited oversight; manage several tasks and/or projects concurrently; communicate effectively with business owners, city staff, consultants, and the general public tactfully and courteously; operate office equipment including computers and applicable software applications such as word processing, spreadsheets, databases and specialized engineering software programs; operate monitoring and sampling equipment utilized in stormwater monitoring, sewer monitoring and drinking water sampling; give attention to detail through excellent written and verbal communication skills; perform field work in all weather conditions or settings while utilizing safe work practices; and establish and maintain positive, effective working relationships with those contacted in the course of work.
Physical RequirementsThe Utilities Compliance Specialist must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for extended periods of time, traverse rough terrain, work in or over water, work at heights or on scaffolding, and lift or carry up to fifty (50) pounds. May be required to climb up to twenty (20) feet off the ground; bend and/or work in tight or confined areas. Must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Must have the ability to sit at a desk and operate a computer for extended periods of time as necessary to complete work responsibilities.
Minimum RequirementsHigh school graduation or GED and two (2) years of experience working with any combination of surface water management, wastewater management, municipal water management, or relevant related programs. Valid driver's license required upon hire. Out of state candidates are required to obtain a WA state driver's license in accordance with state law. Must possess or be able to acquire Cross Connection Control Specialist Certification within three (3) months of employment and FOG inspection and confined space entry training within six (6) months of employment.
Preferred requirements include an associates or bachelor's degree with major course work in the physical or environmental sciences, or a closely related area; and experience developing or implementing enforceable mechanisms for code compliance is also highly desirable.

Medical Insurance: Employees have a choice between four medical plans for themselves and eligible dependents: Association of Washington Cities (AWC) HealthFirst 250 (Regence), Regence High Deductible Plan, Kaiser Permanente $20 copay/200 deductible plan, or Kaiser Permanente High Deductible Plan. Employees pay 10% of the cost of the monthly premium on the HealthFirst 250 or Kaiser 20/200 plans. The City pays the full cost of the high deductible plan options. Rates are available upon request. Medical insurance is effective the first of the month following date of hire provided that at least 40 hours are worked in the month of hire.
Dental Insurance: Dental insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) with a choice between Delta Dental Plan F or Willamette Dental $15 Copay plan. The City pays 100% of dental insurance premiums. Dental benefits are effective the first of the month following date of hire provided at least 40 hours were worked in the month of hire. Both plan options include an orthodontia plan for children.
Vision Insurance: Vision insurance for the employee and eligible family members is provided through the Association of Washington Cities (AWC) Vision Services Plan (VSP). The City pays 100% of vision insurance premiums. Vision benefits are effective the first of the month following date of hire provided at least 40 hours are worked in the month of hire.
Life Insurance: The City provides a $50,000 life insurance and $50,000 accidental death and dismemberment policy for the employee.
HRA: The City of Port Orchard may pay into an HRA VEBA account, depending upon the insurance plan selected and the number of family members insured. The account is available to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Some departments have elected to make an additional monthly contribution. All employees in those departments must participate.
Vacation Leave: Full-time employees earn 80 hours during their first year of employment and increase thereafter based on additional years of service in accordance with City policy, up to a maximum of 240 hours.
Sick Leave: Employees earn 8 hours of sick leave for each calendar month of employment up to a maximum accrual of 960 hours.
Holidays: The City of Port Orchard recognizes 11 holidays and provides for up to two personal holidays.
Retirement: The City of Port Orchard is a participant in the Washington State Retirement System. New employees may choose between PERS Plan 2 and PERS Plan 3.
- Plan 2 provides a defined benefit. Currently employees contribute 5.38% of their pay to the retirement plan. Employees are vested after 60 qualifying months.
- Plan 3 provides a combination defined benefit and defined contribution benefit. Employees choosing Plan 3 elect to contribute between 5 and 15% of their pay. Employees generally vest in the defin
