Job Description
Concentric Methods is seeking an experienced, organized, and mission-focused Program Manager to lead and oversee a federal Physical Fitness Testing contract/task order. The Program Manager will be responsible for the successful planning, execution, staffing, quality control, customer communication, and overall contract performance for physical fitness testing events conducted at locations nationwide.
The Program Manager will serve as the primary operational lead for the contract and will ensure that all testing events are properly staffed, scheduled, administered, documented, and completed in accordance with contract requirements, customer expectations, company policies, and applicable federal standards. This position requires strong leadership, excellent communication skills, attention to detail, and the ability to manage a dispersed workforce supporting time-sensitive testing events across multiple geographic locations.
The ideal candidate will have experience managing federal contracts, field operations, staffing programs, or public safety support services, applicant processing, physical fitness testing, healthcare operations, or similar nationwide service delivery programs.
The Program Manager will be responsible for overall contract management and day-to-day operational oversight, including but not limited to:
- Serve as the primary program lead for the Physical Fitness Testing contract.
- Manage the planning, coordination, and execution of physical fitness testing events at assigned locations nationwide.
- Ensure testing events are staffed with qualified personnel, including test administrators, coordinators, EMTs, medical support personnel, and other required support staff.
- Coordinate with the customer, contracting representatives, internal leadership, project staff, and field personnel to ensure timely and compliant performance.
- Develop and maintain staffing plans, schedules, coverage models, and deployment plans for testing events.
- Ensure all personnel understand and follow approved testing protocols, safety requirements, documentation procedures, and contract requirements.
- Monitor contract deliverables, deadlines, staffing requirements, performance standards, and reporting obligations.
- Review testing documentation, scorecards, attendance records, incident reports, and other required contract records for accuracy, completeness, and timely submission.
- Identify, escalate, and resolve operational issues, staffing gaps, testing irregularities, customer concerns, and performance risks.
- Maintain regular communication with the customer and provide updates on testing activities, staffing status, issues, and corrective actions.
- Supervise, support, and evaluate assigned project personnel.
- Lead internal team meetings, check-ins, after-action reviews, and performance improvement discussions.
- Ensure consistent application of testing procedures across all locations.
- Coordinate with recruiting, human resources, credentialing, payroll, finance, contracts, and operations teams to support contract execution.
- Assist with onboarding, training, scheduling, and performance management of project staff.
- Track labor hours, staffing utilization, travel requirements, and other operational cost drivers.
- Support invoice review, labor verification, travel documentation, and contract reporting as needed.
- Ensure compliance with company policies, customer requirements, confidentiality obligations, and applicable federal contract requirements.
- Develop and maintain standard operating procedures, job aids, checklists, and quality control tools for the program.
- Conduct quality assurance reviews to ensure testing events are conducted safely, consistently, and accurately.
- Prepare reports, briefings, meeting agendas, status updates, and other program documentation.
- Support contract transition, surge staffing, new location setup, and process improvements.
- Perform other program management duties as assigned.
The Program Manager will work in a professional office, remote, hybrid, and field-support environment depending on contract needs. The position requires regular use of a computer, phone, email, Microsoft Teams, and other business systems to coordinate staffing, communicate with the customer, manage documentation, and oversee nationwide testing operations.
The Program Manager may occasionally travel to testing locations, customer meetings, training sessions, or internal meetings. During site visits or testing observations, the Program Manager may be exposed to indoor and outdoor testing environments, athletic facilities, tracks, gyms, law enforcement training sites, or other designated testing locations. Outdoor testing may involve varying weather conditions.

Job Requirements
- Bachelor's degree in business administration, healthcare administration, public administration, exercise science, criminal justice, human resources, or a related field.
- Minimum of five years of experience managing contracts, field operations, staffing programs, healthcare operations, applicant processing, physical fitness testing programs, or similar service delivery programs.
- Strong understanding of federal contract performance, customer communication, deliverables, documentation, and compliance requirements.
- Demonstrated ability to manage schedules, staffing plans, operational logistics, reporting requirements, and competing priorities.
- Excellent written and verbal communication skills.
- Strong leadership, problem-solving, organizational, and decision-making skills.
- Ability to work independently, manage deadlines, and maintain accountability across a dispersed team.
- Strong attention to detail and commitment to accurate documentation.
- Proficiency with Microsoft Office, including Word, Excel, Outlook, PowerPoint, and Teams.
- Ability to maintain confidentiality of applicant, employee, customer, and contract information.
- Ability to pass any required background check or suitability requirements.
- Ability to work under deadline pressure, handle stress and deliver professional results.
- Long hours and weekends may be required to meet deliverables.
- Strong written and oral communication skills, organizational skills, and attention to detail.
- Self-motivated with minimal oversight.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Some travel may be required.
- Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
