Job Description

GENERALDESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel and change in duties as needed. Under general direction, plans and coordinates Quality Assurance for TDEM. Works with TDEM staff and stakeholders in hiring employees, negotiating contracts, addressing budget matters, understanding general business operations, and guiding work teams. May train others.

This position is considered at-will status and serves at the discretion of the head of the agency.

*Salary is a fixed rate.

*This position is located on-site and not subject to telecommuting.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:
  • Oversees business operations for assigned departments, offices, divisions, or agencies, which include hiring employees, negotiating contracts, addressing budget matters, understanding general business operations, and guiding work teams.
  • Oversees the establishment of goals and objectives.
  • Plans, implements, coordinates, monitors, and evaluates policies and procedures.
  • Oversees the preparation of management and productivity reports and studies.
  • Coordinates and evaluates business functions.
  • Maintains financial and budget records.
  • Monitors budget expenditures.
  • Plans, assigns, and supervises the work of others.
  • Oversees and approves schedules, priorities, and standards for achieving goals.
  • Assists in development and implementation of goals for assigned departments.
  • Coordinates various Division and external partners in the monitoring and closeout of federal awards.
  • Provides subject matter expertise in relation to federal guidelines and regulatory requirements.
  • Maintains a regular work schedule and work extended hours when needed.
  • Face-to-face and person-to person interactions are required.
  • Ability to travel 20%.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS:

Education - Bachelor's degree in a related field from an accredited four-year college or university or an equivalent combination of education and experience.

Experience - Seven (7) years of related experience. Two (2) years' experience having performed in a supervisory capacity.

*Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of word processing, spreadsheet, and database applications
  • Knowledge of fiscal/budget oversight
  • Knowledge of federal grant regulations and guidelines.
  • Excellent written communication, analytical, interpersonal, and organizational skills
  • Ability to exercise discretion and independent judgement
  • Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
  • Must demonstrate an ability to responsibly handle sensitive and confidential information, situations, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
  • Availability for after-hour, holiday, overnight and weekend work is required. Must have the ability to operate outside of normal working hours on a twelve (12) hour shift during activations of the State Operations Center with limited relief and for extended duration. Must have availability for travel as needed by vehicle or other mode of transportation, low (10%).
  • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.


REGISTRATION, CERTIFICATION OR LICENSURE:

Must complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
