Applies transportation planning principles in the analysis, review, and reporting of land use impacts on multi modal transportation needs. Prepares and reviews traffic studies. Determines compliance with the County's transportation policies and regulations.
Working ConditionsTypical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Occasionally, required to work other than normal business hours.
Job DescriptionEssential FunctionsThese are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.Prepares and reviews traffic studies consistent with applicable State and County standards.
Performs research related to transportation studies and prepares reports.
Determines compliance with the County's transportation policies and regulations. Performs detailed analyses for the transportation network using pertinent software applications.
Reviews and performs site impact analysis related to proposed developments' transportation impacts.
Prepares and reviews input data for transportation analysis software, including editing of transportation networks, land use data, and intersection geometry.
Summarizes transportation analysis software output using mapping tools, reports, and tables.
Compares analysis results with results of other related analyses and historical data.
Assists in conducting transportation studies, including application of travel demand models, analysis and review of results, interpretation and reporting of results, and development of conclusions and recommendations.
Maintains knowledge and understanding of current best practices, trends, laws, and issues affecting area of expertise. Upon approval, attends educational events that will increase professional knowledge and be otherwise beneficial to the County.
Performs other related work (including weather or other extreme emergency duties) as required.
Minimum QualificationsBachelor's degree in Civil Engineering, Environmental Science, Geography, Planning or a related field.
Two (2) or more years of experience in transportation planning. Experience with transportation impact analysis and planning and evaluation of long-range transportation needs desired.
Valid driver license required, with valid Florida driver license required within 30 days of hire.
A comparable combination of education, training, and work experience which provides the requisite knowledge, skills, and abilities for this position may be substituted for the minimum qualifications.

Good knowledge and understanding of general principles used in identifying and prioritizing multi-modal transportation needs, including operational and safety needs associated with specific projects and the adequate facilities needs associated with planning transportation networks.
Good knowledge and understanding of socioeconomic factors involved in transportation and regional planning.
Good knowledge and understanding of statistical techniques and research methods used in transportation planning and traffic engineering.
Good knowledge and understanding of data collection techniques and field surveys, methods of data analysis, and the presentation of data and text in the preparation of reports.
Able to read, interpret, and explains studies, plans, diagrams, graphs, and maps.
Good knowledge and understanding of regulatory compliance necessary to successfully perform job duties, including the transportation requirements of the Florida Community Planning Act.
Good knowledge and understanding of computer applications and software programs required to perform job duties, including transportation systems and pertinent software applications, including SYNCHRO, CORSIM, ArcGIS, Microsoft Office, database design, and statistical analysis software.
Good written and verbal communication skills and interpersonal skills in order to interact professionally and effectively with co-workers, management, (add any other appropriate groups), and other stakeholders. Able to explain facts, policies, and practices.
Capable of working independently with general supervision.
