Job Responsibilities

At the District One Office serving Richland, Lexington, Kershaw, Lee and Sumter counties, serves as Assistant District Permit Engineer (ADPE), assisting in the supervision of the encroachment permit review, approval, construction process for the commericial and large residential developments within District One. Serves as the District Permit Engineer (DPE) in the absence of the DPE or as needed. Reviews complex encroachment permits for accuracy, constructability, and compliance with SCDOT engineering standards, policies and guidelines. Prepares detailed comments and engineering recommendations during the design review process for encroachment permits that include complex roadway and intersection improvements, storm water infrastructure, pedestrian accommodations, pavement markings and signage, and traffic control as necessary. Assists in collecting comments to provide a single response to an applicant. Assists in facilitating meetings and correspondence with developers and property owners, consultant engineers, local governments, and other agencies to represent District Permit Engineering interests and provide direction on encroachment permit requirements. Attends and represents District Permit Engineering interests in final and ongoing site inspections on approved encroachment permits as necessary to ensure compliance with permit design, special provisions, safety and workmanship. Assists in resolving field issues and/or conflicts during construction or permits. Assists in the coordination of plan reviews by District Engineers, county construction and maintenance staff, Headquarters staff, etc. on complex encroachment permits to discuss and ensure compliance with state and federal engineering standards and to resolve problems related to permit approval and compliance. Assists in reviewing other encroachment permits submitted to the District Office by county offices as necessary. Assists with providing support and direction on construction sequencing, traffic control, etc. Provides support and training of county encroachment permit technicians related to encroachment permit standards and regulations as necessary.
Minimum and Additional Requirements

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and four (4) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

Additional Comments

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
