The OpportunityWSDOT is currently seeking a Transportation Engineer 3 to perform journey-level professional services procurement in support of engineering and highway projects statewide. This role applies engineering and highway practice expertise to resolve moderately complex procurement issues while ensuring compliance with WSDOT's delegated authority from the Department of Enterprise Services. The position plays a critical role in maintaining public trust and supporting WSDOT's mission across multiple divisions and regions. Successful performance prevents costly project delays, procurement protests, or legal challenges, safeguarding agency credibility and resources.
What to ExpectAmong the varied range of responsibilities held within this role, the Transportation Engineer 3 will:
- Develop and manage procurement plans that support engineering and highway projects from initiation through contract closeout.
- Provide guidance and consultation on procurement, contract management, and administrative processes to engineers, managers, and project leaders.
- Draft, review, and interpret contract provisions, legal requirements, specifications, and vendor quotations to ensure clarity and compliance.
- Negotiate scopes of services, delivery schedules, costs, and final contract terms and conditions, including risk management requirements.
- Coordinate contract reviews and approvals with internal functional areas, executives, and external agencies.
- Facilitate evaluation and selection processes by developing criteria, training staff, and leading procurement evaluations.
- Maintain complete and accurate records of acquisitions, contracts, and related legal documents.
- Respond to public disclosure requests in coordination with the Public Disclosure Office.
QualificationsTo be considered for this opportunity, the following are required:
- Comprehensive Contract Management: Experience in developing, negotiating, and managing complex contracts and procurements in compliance with public sector laws and regulations while adapting to multiple contract types and shifting priorities.
- Procurement Planning and Timeline Management: Experience managing procurement timelines, deliverables, and milestones for large-scale engineering, construction, or professional services projects.
- Contract Lifecycle Guidance: Experience providing professional guidance and support to internal customers throughout the contract lifecycle.
- Proposal Evaluation and Risk Analysis: Skills in evaluating scopes of work, developing selection criteria, analyzing proposals, and identifying contract risks and mitigation strategies.
- Contracting Compliance and Risk Management: Demonstrated familiarity with state and federal contracting rules, risk management principles, and public works compliance requirements (e.g., performance bonds, retainage, affidavits).
- Documentation and Record Management: Demonstrated ability to manage documentation, ensure legal and policy compliance, and maintain organized contract and procurement records.
- Communication and Stakeholder Coordination: Demonstrated strong interpersonal and written communication skills to facilitate procurement processes, lead evaluation panels, and coordinate with engineers, managers, vendors, and stakeholders.
- Respect and Equity: Demonstrates the ability to contribute to a work environment that fosters respect, inclusion, and equal opportunity for all.
It is preferred that qualified candidates also have:
- IT Contract Experience: Experience related to information technology contracts and procurement.
- Professional Procurement Certification: Holds certification in one of the following professional procurement organizations: CPPB, CPPO, CFCM, or CPCM.
- Transportation Engineering Knowledge: Applied knowledge of general transportation engineering principles and practices.
- RCW Expertise: Demonstrated strong understanding and interpretation of RCW 39.26 and RCW 39.34.
- DES Procurement Policy Knowledge: Demonstrated strong understanding of Department of Enterprise Services Procurement Policies and Procedures.
- Transportation Project Problem Solving: Demonstrated knowledge and experience in problem-solving for consultants and vendor-supported multi-modal highway and transportation engineering projects.
- Information Technology Procurement Knowledge: Demonstrated knowledge of information technology implementation, applications, and related procurement processes.
- Public Disclosure Compliance: Thorough knowledge of Public Disclosure Request regulations and requirements.

Social SecurityAll state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Holidays Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for
exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military LeaveWashington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
