General Description

This is responsible, professional entry-level procurement/purchasing and accounting work supporting Metro Transit's purchasing, grants, and capital projects. Work includes preparing solicitation and contract documents, processing purchase requests, maintaining procurement and contract records, and supporting grant and capital project accounting and reporting. Work is performed under the direction of the Transit Finance Manager.

This series is structured to provide advancement from Transit Procurement Specialist 1 to Transit Procurement Specialist 2 and then to Transit Procurement Specialist 3 as a function of the employee's career development and generally occurs after two years gaining experience, mastery and greater independence at each level.

Transit Procurement Specialist 1 starting salary is $73,004.10; Transit Procurement Specialist 2 starting salary is $79,185.60. Classification level will be determined at the time of hire and will be based on the candidate's overall qualifications.

Examples of Duties and Responsibilities

  • Participate in or lead purchasing activities: prepare solicitation documents and coordinate related procurement processes such as posting, responding to questions, tracking submissions, scheduling evaluation meetings, compiling and summarizing proposal information
  • Research vendors and available goods and services, gather pricing, availability, and product information to support purchasing decisions
  • Prepare contract documents, route for review and signature, and track dates
  • Create and maintain purchase orders, review purchase requests for accuracy, budget availability, and required documentation
  • Maintain complete purchasing and contract files that meet City, State, and Federal Transit Administration record retention and audit requirements
  • Apply City, State, and Federal purchasing requirements to route purchasing action
  • Assist in all grant related activities and serve as back up to the grants accountant

Minimum Qualifications
Transit Procurement Specialist 1
  • Two (2) years of progressively responsible purchasing experience
  • Proficiency in purchasing related computer software programs
-OR-
  • Degree in Procurement, Acquisitions, Supply Chain, Logistics, Purchasing or closely related field; AND
  • One (1) year of progressively responsible purchasing experience
  • Proficiency in purchasing related computer software programs
Transit Procurement Specialist 2
  • Four (4) years of progressively responsible purchasing experience
  • Proficiency in purchasing related computer software programs
-OR-
  • Degree in Procurement, Acquisitions, Supply Chain, Logistics, Purchasing or closely related field; AND
  • Two (2) years of progressively responsible purchasing experience
  • Proficiency in purchasing related computer software programs

Public/government or highly regulated procurement/purchasing experience preferred.

Leave
Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

After 19 years 25 days
After 27 years 27 days
Employees earn 5 personal days in addition to vacation.
Employees receive eight official paid holidays (New Year's Day, Martin Luther King, Jr. Holiday, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving, Christmas Day), as well as 1 paid leave day (the Friday after Thanksgiving).

Employees also earn 13 sick days annually that may accrue to a total of 150 days.
