Full Job Description
Leidos is seeking a Transformational Program Lead to join our Hawai'i Energy program team's efforts in empowering our community to achieve the state's clean energy goals. The successful candidate will further the ongoing development and implementation of Hawaii Energy's portfolio of transformational offerings, which are focused on behavior-based energy efficiency education, workforce development, and technology innovation.

The Challenge:

The Transformational Program Lead will work across operational teams to develop and implement Hawaii Energy's transformational portfolio. Under the direction of the Deputy Director, the Transformational Program Lead will:
  • Provide technical, administrative, and operational management of transformational portfolio
  • Oversee the development, expansion and tracking of transformational offerings based on the latest Triennial Plan and sector conditions
  • Develop of Statements of Work and Requests for Proposals to subcontract for external services
  • Manage subcontracts/vendors directly, including reporting progress against plan, anticipating and applying corrective action, reviewing vendor invoicing, terms, etc.
  • Responsible for achievement of transformational program metrics and monitoring progress towards goals
  • Integrate Transformational initiatives with Residential and Business incentive portfolio offerings to help Hawaii Energy improve its community engagement and resulting impact
  • Stay abreast of industry developments in energy efficiency behavior modification programs.
  • Present internally and externally on portfolio offerings, including transformational and residential programs
  • Other duties as assigned


What Sets You Apart:
  • Bachelor degree in engineering, environmental science, cultural anthropology, business, communications, or other related area.
  • Six years of relevant experience in energy efficiency programs (e.g. utilities, sustainability, etc.), community outreach, or education.
  • Familiarity with the Hawaii Clean Energy Initiative, as well as energy efficiency behavioral programs in both residential and commercial contexts.
  • Strong grasp of behavior change energy efficiency and an understanding of how to deliver community education and workforce development programs in communities in Hawaii.
  • Intimate knowledge of Hawaii, Honolulu and Maui counties is highly preferred, specifically non-profits, hard-to-reach/ low income communities, K-12 schools, UH system including community college.
  • Strong technical, quantitative, and analytic capabilities including report writing.
  • Experience in subcontracting and subcontractor management
  • Ability to manage multiple tasks and prioritize tasks to meet deadlines.
  • Demonstrated ability to work independently as well as within cross functional teams.
  • Valid Driver's license required.

Pay Range:
Pay Range $73,450.00 - $132,775.00
