OverviewCVP is seeking an experiencedLead Tools Administratorto support a federal government client in managing and administering a robust suite of DevOps, Agile, and collaboration tools in a large-scale, cloud-based environment. This is aKey Personnelrole under the ATLAS contract supporting an enterprise-wide Agile delivery program serving more than 20 active development teams, approximately 1,000 users per tool, and over 10,000 code repositories.
The Tools Administrator Lead will serve as the primary technical and operational lead for the Tools Management team, directly supervising a team of 4 tools administrators while also maintaining deep hands-on expertise across the full toolset. This individual must balance strategic leadership with day-to-day technical execution, driving continuous improvement, security compliance, and seamless tool availability across the WETG ecosystem.
Responsibilities
Team Leadership and Management
- Lead, mentor, and manage a team of 4 tools administrators, providing technical direction, workload prioritization, performance coaching, and professional development support
- Assign and oversee task execution across the team, ensuring balanced workloads and alignment with sprint and Program Increment (PI) objectives
- Serve as the primary escalation point for complex technical issues and cross-team coordination challenges requiring senior-level resolution
- Foster a collaborative, learning-oriented team culture aligned with CVP values and CMS DevOps/Agile standards
- Ensure backup coverage plans are in place across the team to maintain continuity during leave or personnel transitions
- Contribute to onboarding and training of replacement or new team members at contractor expense
Tool Administration and Management
- Oversee and contribute hands-on to the administration, configuration, and maintenance of the full project management and DevOps toolset, including Jira, Confluence, Mural, GitHub Enterprise, Slack, and SonarQube, along with associated plugins and integrations
- Manage user provisioning, deprovisioning, role-based access controls (RBAC), and identity management via IDM/OKTA for single sign-on (SSO) and multi-factor authentication (MFA) across all supported tools
- Monitor tool health, availability, and performance; proactively identify and resolve issues to ensure minimal disruption to development teams
- Plan and execute tool upgrades, patching, and version updates using no-downtime deployment strategies
- Serve as the subject matter expert (SME) and final technical authority across all supported tools
Documentation and User Communications
- Oversee development and maintenance of knowledgebase documentation, runbooks, and Standard Operating Procedures (SOPs) for all supported tools
- Draft and review clear, concise user communications regarding tool upgrades, credential changes, licensing updates, and required user actions
Reporting and Continuous Improvement
- Contribute to sprint, monthly, and PI status reports covering tool availability, license compliance, and platform health metrics
- Identify and drive continuous improvement opportunities through automation, process optimization, and adoption of emerging tools and technologies
- Represent the tools team in cross-functional Agile ceremonies, PI planning events, and stakeholder reviews
Qualifications
- Ability to obtain and maintain a federal governmentPublic Trust clearance
- Hands-on experience administering the following tools in an enterprise environment: Jira, Confluence, GitHub Enterprise, Slack, and Mural
- 2+ yearsof experience leading or supervising a team of technical administrators or engineers, including task assignment, performance feedback, and team development
- Demonstrated experience managingJiraat scale including workflow configuration, permission schemes, and Agile/SAFe board setup
- Proficiency withConfluencespace administration, including template management and cross-team documentation governance
- Experience administeringGitHub Enterprise, including repository management, branch policies, webhook configurations, and CI/CD integrations
- Experience configuring and managingSlackworkspaces including integrations with developer toolchains
- Hands-on experience withSonarQube, including Quality Gate configuration, CI/CD pipeline integration, and security vulnerability triage
- Familiarity withIaC toolssuch as Terraform or AWS CloudFormation
- Experience withSSO/MFA administration, preferably with Okta or similar identity providers
- Working knowledge ofAWS cloud environmentsand cloud-based infrastructure management
- Strong written and verbal communication skills, including experience briefing technical topics to stakeholders and drafting user-facing communications
Desired Skills
- Experience working in aSAFe or scaled Agile environmentsupporting multiple development teams
- Familiarity with additional tools in the WETG ecosystem including CloudBees CI, JFrog Artifactory, TestRail, Grafana, or Splunk
- Experience withAPI configuration and monitoring(e.g., Kong, API Gateway)
- Knowledge ofCMS, HHS, or federal IT standards, including FISMA, ATO processes, and NIST security frameworks
- Experience withOkta identity managementadministration
- Relevant certifications such as Atlassian Certified Professional, AWS Certified SysOps Administrator, or similar
