About the Role:

Cintra delivers some of the most complex infrastructure projects in the U.S., with more than $14 billion invested across six express lane projects in three states. As a wholly owned Cintra subsidiary, Cintra Toll Services (CTS) is responsible for delivering, operating, and enhancing the Central System that supports all revenue collection functions for Cintra-sponsored U.S. projects. CTS is a highly strategic asset because it enables effective and efficient toll collection, aligns operations across concessions, reduces sponsor risk, and limits dependence on external vendors. CTS also supports business development efforts for the procurement of new projects.

Key Responsibilities:

This role is fully accountable for the day-to-day operations of CTS including:

· Budget

  • Responsible for the P&L. Owner of the yearly budget and its reviews (agree invoicing values with the technical office and the concessionaires).

  • Approves invoices accordingly to budget, once the concessionaire and the Project Manager certify the work done by the provider.

  • Issues invoices accordingly to change orders and payment milestones in the executed contracts.

  • Responsible to improve baseline and costs.

· Contract Commercial Operations

  • Issues and negotiates all certificates for payment milestones with the concessionaire and the vendors.

  • Follows with the technical office the O&M activities identifying any potential risk.

  • Negotiates change orders (based on the draft produced by the technical office) and takes day to day decisions under the recommendation of the technical office.

· FinOps and SOX Champion

  • Responsible to verify the efficiency and efficacy of the FinOps Team, Azure consumption baseline is updated, reporting available and cloud Service Levels Agreements verified.

· Process Plans and Policies

  • Responsible for keeping the process plan updated, making sure that all Project Managers abide by it.

· Procurement and customer contracts

  • Understands contracts and is the owner of the technical schedules attached to the contract (produce and check their correctness and alignment to the whole contract and to the concession agreements).

· Document Management

  • Responsible for keeping the shared repository updated, making sure that all Project Managers abide by it.

  • Lessons learn program.

  • Responsible to review, understand and make sure that the lessons learnt included in the Root Cause Analysis of incidents are properly applied.

  • Bachelor of Science degree in IT, Computer Science, Mechanical Engineering, Telecommunications Engineering, Civil Engineering or relevant Business Degree. Postgraduate education desired

  • Texas licensed P.E. is welcomed but not strictly required

  • Proven experience working in complex environments with multiple stakeholders and sponsors in a matrix organization and shared resources. Experience in share services organizations highly appreciated but not necessary

  • Minimum of 10-15+ years of experience in operations with a strong IT component, desired experience in Toll Operations in an Open Road Tolling Environment (All Electronic Tolling/Managed Lanes environment preferred but not necessary)

  • Demonstrable experience and knowledge in one or multiple of the following fields:

  • Operations Management which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate supervisors Design and implementation of Toll Collection Systems, Intelligent Transportation Systems, Road/Traffic control Systems, Operational/Commercial Back Office Systems

  • Contract negotiations

  • Software design/development management

  • Must be able to demonstrate high computer proficiency with Microsoft Office suite (specifically Word, Excel, Project, PowerPoint)

  • Skills in negotiating large contracts with regional implications

  • Good teamwork skills required

  • Active working attitude required

  • Capability to undertake projects with certain self-sufficiency

  • Capability to work against tight deadlines and moving schedules

  • Must be able to proactively multitask, solve problem and implement innovative processes within a fast-paced environment
