Full Job Description
BRIEF POSITION SUMMARY

Performs advanced (senior-level) managerial work administering the daily operations, strategic direction, and enterprise technology initiatives of the Texas Military Department's Office of State Administration (OSA) Information Technology Services Division. Oversees enterprise infrastructure, cybersecurity operations, cloud modernization initiatives, telecommunications, network operations, disaster recovery planning, enterprise applications, SharePoint and web services, identity and access management, IT governance, vendor management, and statewide technology compliance initiatives. Serves as the agency Information Resources Manager (IRM) in accordance with Texas Government Code Chapter 2054 and acts as the principal advisor to executive leadership on information technology strategy, cybersecurity risk, enterprise architecture, operational resiliency, modernization initiatives, and statewide technology governance. Reports to the Chief Information Officer (CIO). Works under minimal supervision with moderate to extensive latitude for the use of independent judgment, consistent with Director II authority.

Work Hours: Monday - Friday, 8-hour days, 40 hours/week

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Directs, oversees, trains, and prioritizes the work of Information Technology Services personnel supporting enterprise infrastructure, cybersecurity, network operations, cloud services, telecommunications, SharePoint, web operations, and enterprise applications.
  • Serves as the agency Information Resources Manager (IRM) and principal advisor on information technology governance, cybersecurity, modernization, enterprise architecture, and strategic planning initiatives.
  • Develops and implements enterprise technology strategies, operational standards, policies, procedures, and governance frameworks supporting agency business operations and statewide compliance requirements.
  • Coordinates enterprise cybersecurity initiatives in partnership with the Information Security Officer (ISO) to ensure compliance with TAC 202, Texas Cybersecurity Framework (TCF), and statewide cybersecurity directives.
  • Oversees enterprise cloud modernization, infrastructure lifecycle management, network operations, telecommunications systems, identity and access management, endpoint security, and enterprise collaboration platforms.
  • Leads enterprise disaster recovery, business continuity, and operational resiliency planning activities.
  • Oversees enterprise IT asset management, inventory accountability, hardware and software lifecycle management, and enterprise technology procurement coordination.
  • Coordinates agency participation in statewide technology initiatives, audits, compliance reviews, risk assessments, and legislative technology reporting requirements.
  • Develops and maintains enterprise technology roadmaps aligned with statewide modernization initiatives and agency strategic objectives.
  • Oversees vendor relationships, managed service providers, telecommunications providers, and contracted IT service providers.
  • Develops and monitors enterprise technology budgets, forecasts, procurement requests, and operational expenditures.
  • Coordinates and supports agency Legislative Appropriations Request (LAR) initiatives related to information technology, cybersecurity, infrastructure modernization, cloud services, telecommunications, enterprise applications, and statewide technology initiatives.
  • Assists in the development, review, justification, and submission of information technology budget requests, exceptional item requests, and strategic technology initiatives submitted to executive leadership and the Legislative Budget Board (LBB).
  • Serves as the agency liaison and coordinator for Texas Department of Information Resources (DIR) Shared Technology Services (STS), Managed Security Services (MSS), Data Center Services (DCS), cloud modernization services, and other statewide technology programs.
  • Coordinates with statewide vendors, managed service providers, and DIR-contracted technology providers supporting agency infrastructure, cybersecurity, telecommunications, cloud services, and operational support initiatives.
  • Assists in evaluating enterprise technology needs, modernization opportunities, operational gaps, infrastructure requirements, and cybersecurity risks to support long-term strategic planning, legislative funding requests, statewide compliance initiatives, and enterprise modernization efforts.
  • Supports agency participation in statewide technology governance, modernization planning, cybersecurity initiatives, operational assessments, compliance reviews, and strategic technology initiatives involving the Texas Department of Information Resources (DIR), Legislative Budget Board (LBB), and other state oversight entities.
  • Attends work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
  • Performs related work as assigned.


Qualifications:

MINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (Substitution Allowed)


EXPERIENCE:

  • Six (6) years of progressively responsible experience in enterprise information technology operations, systems administration, network infrastructure, cybersecurity, cloud services, or information systems management.
  • Seven (7) years of managerial experience.
  • Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.


PREFERRED EXPERIENCE:

  • Experience serving in a State of Texas Information Resources Management or technology leadership role is preferred.
  • Experience with Microsoft Azure, Microsoft 365 GCC/GCC High, enterprise cloud modernization, and hybrid infrastructure environments is preferred.
  • Experience with TAC 202 compliance, cybersecurity governance, risk management, and disaster recovery planning is preferred.
  • Experience in managing enterprise networking, identity governance, Security Information and Event Management (SIEM), Endpoint Detection and Response (EDR), and Zero Trust initiatives is preferred.
  • Experience supporting Legislative Appropriations Requests (LAR), technology budget planning, exceptional item requests, and legislative technology initiatives is preferred.
  • Experience coordinating with the Legislative Budget Board (LBB), Texas Department of Information Resources (DIR), and statewide oversight agencies on technology modernization, cybersecurity governance, and compliance initiatives is preferred.
  • Experience managing or coordinating Shared Technology Services (STS), Managed Security Services (MSS), Data Center Services (DCS), cloud-hosted environments, telecommunications services, and enterprise vendor relationships is preferred.
  • Experience supporting statewide cybersecurity initiatives, cloud modernization efforts, enterprise infrastructure consolidation, disaster recovery planning, operational resiliency, and technology governance programs within Texas state government environments is preferred.


SUBSITUTION:

  • Applicable additional experience may substitute for required education on a year - for - year basis up to four years.


REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. *The ability to obtain a Texas Driver's License will be required within first 30 days of employment. A satisfactory driving record is required for driving state or federal vehicles to conduct agency business.


OTHER REQUIREMENTS:

  • Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
