This position works directly with the Accounts Payable, Accounts Receivable, Payroll, and Travel teams in the Financial Services Department. The Assistant Director regularly interacts with employees across all levels of the agency to provide guidance and answer questions regarding financial matters. This position is responsible for managing and auditing financial transactions in compliance with State of Texas payment rules, agency policies, and applicable federal regulations.
General Description:
Performs complex accounting and/or managerial work. Work involves managing, coordinating and evaluating the accounts payable, travel, accounts receivable, payroll functions and staff. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Director of Financial ServicesOperations.
General Duties and Responsibilities:
Plans, assigns, and manages the work of others and daily operations of the accounts payable, travel, accounts receivable, and payroll units including the preparation of accounting documents, entering to permanent records, balancing the permanent records, and auditing agency accounting records and procedures.
Develops guidelines, procedures, policies, rules, and regulations.
Develops schedules, priorities, and standards for achieving established goals and objectives.
Assists and supports the Director of Financial Services in maintaining control over the integrity of the agency's financial records.
Classifies, codes, prepares, and balances financial accounting documents and records.
Performs various reconciliations between data in various internal and external financial systems and prepares correcting entries as needed.
Recommends improvements, adaptations, or revisions in the accounting system and procedures.
Audits accounting or control records for accuracy and conformance to established standards and procedures.
Performs complex accounting work from both internal and external accounting systems.
Attends meetings as needed and represents Financial Services for consulting purposes on accounting issues.
Trains personnel in new procedures or methods.
Keeps abreast of legislative changes, both state and federal, which affect management of funds.
Acts as consultant on accounting matters to administrative, supervisory, and technical workers.
Provides reports of financial data to agency departments as well as third party entities, including IRS reporting.
Assists agency administrators in applying financial data to the solution of administrative or operating problems.
Interprets policy and department procedures into work assignments.
Prepares letters of instruction, manuals, and forms.
Functions as backup to other parts of the workunit as necessary.
Performs related work as assigned.
Knowledge Skills or Abilities:
Working knowledge of Snowflake and cloudbased data warehousing concepts.
Proficiency in SQL and basic query optimization techniques.
Experience with at least one programming language (e.g., Python).
Familiarity with ELT/ETL pipelines and data transformation concepts
Ability to learn new tools and technologies quickly
Strong attention to detail and problemsolving skills
Effective written and verbal communication skills
Knowledge and experience in an Agile/Scrum/Kanban environment
Knowledge of local, state, and federal laws and regulations relevant to data management and data governance
Required InOffice Days:
This position requires onsite work.This position is authorized for a hybrid telework schedule up to two (2) days per week.

Required Minimum Education and experience:
Graduation from an accredited fouryear college or university.
Minimum of five years of fulltime experience.
15 hours of businessrelated college coursework may substitute for six months of work experience, with a maximum substitution of one year.
Preferred:
State of Texas accounting experience.
State of Texas statewide systems experience.
CAPPS HR/Payroll Experience.
Prior management experience.
Major course work in business, accounting, finance or economics.
Fulltime experience may include accounts payable and/or accounts receivable.

Work is performed in a standard office environment and requires:
