PRIMARY FUNCTION

The Testing Engineer provides software testing and quality validation support for enterprise application modernization efforts supporting the Executive Office for Immigration Review (EOIR). This individual is responsible for developing, executing, documenting, and maintaining testing activities to verify that application functionality, integrations, data, and system components meet approved business, functional, and technical requirements.

The Testing Engineer works closely with testing leadership, business analysts, functional subject matter experts, developers, security personnel, system administrators, and Government stakeholders to identify defects, validate corrective actions, and support the delivery of reliable and operationally effective solutions. This individual supports testing throughout the system development lifecycle, including functional, integration, system, regression, accessibility, and user acceptance testing activities.

ESSENTIAL FUNCTIONS

  • Develop, maintain, and execute test cases, test scripts, test scenarios, and supporting test documentation based on approved business, functional, and technical requirements.
  • Perform functional, integration, system, regression, and end-to-end testing of application components and workflows.
  • Validate that implemented functionality satisfies documented requirements, acceptance criteria, business rules, and expected system behavior.
  • Collaborate with business analysts and Functional SMEs to understand requirements, operational workflows, use cases, and expected outcomes.
  • Support requirements-to-test traceability to ensure applicable requirements are adequately validated through testing.
  • Test application interfaces, workflows, integrations, data exchanges, user interfaces, and other solution components.
  • Support testing of migrated data to validate accuracy, completeness, integrity, and expected application behavior.
  • Execute test cases, document results, capture supporting evidence, and maintain accurate testing records.
  • Identify, document, and track software defects, including steps to reproduce, expected results, actual results, severity, and supporting evidence.
  • Collaborate with developers and other technical personnel to troubleshoot defects and support root cause analysis.
  • Retest resolved defects and perform regression testing to verify corrective actions and ensure changes do not adversely affect existing functionality.
  • Support testing across development, test, staging, and other applicable environments.
  • Support usability, responsive design, and Section 508 accessibility testing as applicable.
  • Assist with test data identification, preparation, and management necessary to execute testing activities.
  • Support User Acceptance Testing (UAT), including preparation of test scenarios, execution support, defect documentation, and validation activities.
  • Participate in solution demonstrations, testing reviews, defect triage meetings, Agile ceremonies, and other project activities.
  • Communicate testing progress, defects, risks, dependencies, and potential impacts to testing and project leadership.
  • Maintain testing documentation and artifacts in accordance with established project and Government requirements.
  • Support implementation, production readiness, post-deployment validation, and stabilization activities.

SUPERVISORY RESPONSIBILITIES: No

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.
  • Experience testing enterprise applications, modernization initiatives, or digital transformation solutions.
  • Experience developing and executing functional, integration, system, regression, and end-to-end test cases.
  • Experience with requirements-based testing and requirements traceability.
  • Experience documenting, managing, retesting, and closing software defects.
  • Familiarity with manual and automated software testing methodologies and tools.
  • Experience testing web-based, cloud-based, Microsoft, or Power Platform solutions.
  • Familiarity with API and system integration testing.
  • Experience validating data migration, data integrity, and system functionality following migration activities.
  • Knowledge of Section 508 accessibility requirements and accessibility testing practices.
  • Familiarity with User Acceptance Testing (UAT) processes.
  • Experience working within Agile software development environments.
  • Familiarity with Azure DevOps, Jira, or similar requirements, test management, and defect-tracking tools.
  • Strong attention to detail, analytical ability, and problem-solving skills.
  • Ability to clearly document testing results and communicate technical issues to business, functional, technical, and Government stakeholders.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and relevant professional experience in software testing, quality assurance, information technology, computer science, or a related discipline.
  • Ability to successfully pass a pre-employment drug test and background check.

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
