About the Role:

The Air Force Test Center is looking for a Full-Time Test Project Specialist (NH-1101-03) to work at the 412th Test Wing, 412th Electronic Warfare Group, 772nd Test Squadron (772 TS/EWOP) at Edwards Air Force Base.

The primary mission/purpose of the Test Project Manager (TPM) position is to coordinate $900M of Benefield Anechoic Facility (BAF) infrastructure and be the focal point for new 772 TS projects, internal development efforts, or upgrades to existing test infrastructure support capabilities for 772 TS BAF chamber. The TPM has overall responsibility for the acquisition project (cost, schedule, and content) and is responsible for ensuring project initiation, planning, implementation, control, and closeout are accomplished appropriately to meet project objectives. The TPM serves as the team lead for the project team and acts as the project administrator, tracking project records, managing key documents, planning project finances, receiving task status updates, and controlling the budget, schedule, and performance of the customers involved with installed system test facilities (ISTF).

Typical 2026 salary range: $104,349 -$161,313/per year (includes locality)

If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"

Travel Requirements: Up to 25 % travel possible

Desired Skills:

- 2 years of experience in project management desired.

- 2 years of test experience desired.

Major Duties:

- The TPM attends or chairs meetings as required, allocates resources, builds the project milestone, Theory of Constraints (TOC) network and chamber setup schedules, facilitates the defining of Measures of Performance (MOPs), coordinates the development of the project test plan(s), test support plans and identifies and coordinates support requirements.

- The TPM coordinates, monitors, statuses and tracks all internal/external team member tasks/actions identified for the project, including all tasks relating to planning efforts of the teams, aircraft status, conducting testing, performing data reduction and data analysis/evaluation, and developing and coordinating formal reports.

- The TPM works in an iterative fashion in order to assure project objectives are completed within the customer agreement.

- The TPM reviews lessons learned from previous similar projects; establishes a project folder; defines the objectives, deliverable, and success criteria for meeting customer requirements; and assembles the project team.

- The Test PM is responsible for ensuring that project deliverable and administrative closeout procedures are accomplished.

Qualifications/Requirements:

- U.S. Citizenship

- Must be able to obtain and maintain a Top-Secret security clearance.

- This is a drug testing designated position.

- Obtain & maintain DAU Level II for Program Management.

- Knowledge of program and project management concepts, principles, and techniques as applied to the development test and evaluation environment.

- Knowledge in weapon systems test and evaluation practices and procedures including knowledge of the various test facilities found in the Major Range Test and Facilities Base.

- Ability to understand overall project objectives and to coordinate the efforts of various functional disciplines (e.g., project control, operations, engineering, contracting, logistics support, etc.) in order to ensure projects are developed and produced that meet customer content objectives within established cost and schedule parameters.
