Full Job Description
Koniag Data Solutions, LLC, a Koniag Government Services company, is seeking a Technical Writer to support KDS and our government customer in Washington, DC. This position requires the candidate to be able to obtain a Public Trust.

Koniag Data Solutions, a Koniag Government Services company, is seeking a skilled and detail-oriented Technical Writer to support the U.S. Small Business Administration (SBA). The ideal candidate is an experienced technical writing professional with a strong background in developing, editing, and maintaining complex technical documentation within federal government IT and cybersecurity environments. This individual will work closely with cybersecurity professionals, IT staff, program managers, and SBA stakeholders to produce clear, accurate, and well-organized technical documentation that supports SBA's cybersecurity program objectives, compliance requirements, and operational needs.

The Technical Writer will be responsible for developing, editing, maintaining, and managing a broad range of technical documentation in support of SBA's cybersecurity and IT programs, ensuring all documentation is accurate, complete, consistent, and aligned with federal documentation standards and SBA requirements.

Principal responsibilities will include but are not limited to:
  • Develop, edit, maintain, and manage a comprehensive portfolio of technical documentation in support of SBA's cybersecurity and IT programs, including policies, procedures, standards, guidelines, work instructions, and reference materials, ensuring all documentation is accurate, complete, consistent, and aligned with applicable federal standards and SBA documentation requirements.
  • Collaborate closely with cybersecurity subject matter experts (SMEs), IT professionals, program managers, system owners, and SBA stakeholders to gather, synthesize, and accurately document complex technical information, translating highly technical concepts and processes into clear, concise, and accessible documentation for diverse audiences.
  • Develop and maintain security authorization documentation artifacts, including System Security Plans (SSPs), Security Assessment Reports (SARs), Plans of Action and Milestones (POA&Ms), Risk Assessment Reports (RARs), and other ATO package components, in support of the NIST Risk Management Framework (RMF) process under the guidance of ISSO and security authorization staff.
  • Develop, edit, and maintain Standard Operating Procedures (SOPs), runbooks, playbooks, and work instructions for cybersecurity operations, incident response, vulnerability management, and other security program activities, ensuring documentation is operationally accurate, clearly written, and easily actionable by intended audiences.
  • Support the development and maintenance of cybersecurity program documentation, including program plans, project plans, status reports, briefing materials, corrective action plans, and lessons learned reports, ensuring all deliverables meet SBA's documentation quality standards and contractual requirements.
  • Develop and maintain architecture documentation, including system architecture diagrams, network diagrams, data flow diagrams, and technical design documents, working collaboratively with cybersecurity architects and IT teams to ensure accuracy and currency of all architectural documentation.
  • Support the development of privacy program documentation, including Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Privacy Threshold Analyses (PTAs), and privacy policies and procedures, under the guidance of the Privacy and CUI Lead.
  • Assist in the development and editing of CUI program documentation, including CUI handling procedures, marking guides, training materials, and program plans, ensuring alignment with 32 CFR Part 2002, the NARA CUI Registry, and SBA CUI program requirements.
  • Develop, edit, and maintain security awareness training materials, briefings, job aids, and educational content for diverse SBA audiences, including technical staff, program personnel, and senior leadership, ensuring content is engaging, accurate, and aligned with current federal cybersecurity guidance and SBA requirements.
  • Manage the documentation lifecycle for assigned documentation portfolios, including the establishment and maintenance of version control, document review schedules, approval workflows, and document repositories, ensuring all documentation remains current, accessible, and properly controlled.
  • Conduct quality reviews and editorial assessments of documentation produced by other team members, providing constructive feedback and editing support to ensure consistency, accuracy, clarity, and adherence to established documentation standards and style guides across the program's documentation portfolio.
  • Develop and maintain documentation style guides, templates, and standards for SBA's cybersecurity and IT program documentation, promoting consistency and quality across all program documentation products.
  • Support the preparation of formal deliverables, reports, and briefing materials for SBA leadership and government stakeholders, ensuring all materials are professionally formatted, clearly written, and effectively communicate key information and recommendations.
  • Assist in the development of responses to audit findings, OIG recommendations, and other external assessment results, supporting the preparation of written responses, corrective action documentation, and supporting evidence packages.
  • Stay current with federal documentation standards, cybersecurity frameworks, and SBA-specific documentation requirements, applying updated knowledge to continuously improve the quality and relevance of program documentation products.

Education and Experience:

Required:
  • Bachelor's degree in Technical Writing, English, Communications, Journalism, Information Technology, Cybersecurity, or a related field from an accredited college or university.
  • 3+ years of progressive experience in technical writing, with at least 2 years of experience developing technical documentation in support of federal government IT or cybersecurity programs.
  • Demonstrated experience developing and maintaining a variety of technical documentation types, including policies, procedures, SOPs, system security documentation, and program reports, within a federal government environment.

Desired:
  • 5+ years of technical writing experience, with a strong background supporting federal civilian agency IT or cybersecurity documentation programs.
  • Prior experience supporting SBA or other federal civilian agency technical writing programs, with demonstrated knowledge of agency-specific documentation standards and requirements.
  • Certification in technical writing, such as the Certified Professional Technical Communicator (CPTC) designation from the Society for Technical Communication (STC).

Required Skills and Competencies:
  • Exceptional written communication skills in English, with demonstrated ability to produce clear, concise, accurate, and well-organized technical documentation for diverse audiences ranging from highly technical cybersecurity professionals to non-technical senior government executives.
  • Strong oral communication and interpersonal skills, with the ability to effectively interview and collaborate with subject matter experts, IT professionals, and program stakeholders to gather and synthesize complex technical information for documentation purposes.
  • Proficiency in Microsoft Office Suite tools, including Word, Excel, PowerPoint, and Visio, for the development, formatting, and presentation of technical documents, reports, briefing materials, and diagrams.
  • Demonstrated familiarity with federal cybersecurity frameworks, standards, and documentation requirements, including NIST SP 800-53, NIST RMF, FISMA, and applicable CISA guidance, sufficient to accurately document cybersecurity concepts, control implementations, and compliance activities.
  • Experience developing and maintaining security authorization documentation artifacts, including SSPs, SARs, POA&Ms, and other ATO package components, in support of the NIST RMF process.
  • Proficiency in developing SOPs, runbooks, playbooks, and other operational procedures for cybersecurity and IT operations, with the ability to translate complex technical processes into clear, step-by-step procedural documentation.
  • Strong document management skills, including experience establishing and maintaining version control systems, document review and approval workflows, and document repositories to ensure the currency, accessibility, and integrity of program documentation.
  • Ability to develop and apply documentation style guides, templates, and standards to promote consistency and quality across a program's documentation portfolio.
  • Strong editing and proofreading skills, with demonstrated ability to review and improve documentation produced by others, providing clear and constructive feedback to enhance accuracy, clarity, and consistency.
  • Solid understanding of document lifecycle management principles, including document creation, review, approval, publication, revision, and disposition processes within a federal government program environment.
  • Strong organizational skills and attention to detail, with the ability to manage multiple concurrent documentation assignments, prioritize competing demands, and consistently meet deadlines in a dynamic federal government environment.

  • Familiarity with GRC platforms, such as CSAM, Archer, or ServiceNow GRC, and experience supporting the development and maintenance of RMF documentation within GRC tool environments.
  • Experience developing data visualization products, including charts, graphs, dashboards, and infographics, to effectively communicate complex cybersecurity program data, metrics, and compliance status to diverse audiences.
  • Knowledge of Section 508 accessibility requirements and demonstrated experience developing federal government documentation and digital content that meets applicable Section 508 compliance standards.
  • Familiarity with Agile and DevSecOps methodologies and experience developing technical documentation in support of iterative software development and continuous delivery environments.
  • Experience developing and maintaining training materials, e-learning content, and educational resources for cybersecurity awareness and compliance training programs within a federal government context.
  • Basic familiarity with cybersecurity concepts, including common threat types, security control frameworks, incident response processes, and vulnerability management practices, sufficient to accurately document technical cybersecurity activities and program deliverables without requiring extensive SME supervision.
  • Experience supporting the development of responses to federal audit findings, OIG recommendations, and other external assessment results, including the preparation of written responses, corrective action plans, and supporting evidence packages.
