Position Overview:

A&F IT is looking for a Technical Systems Analyst to help enhance and support the COMETS HD system, the platform used by the Child Support Services Division at the Department of Revenue. The Technical Systems Analyst will support the design, analysis, and implementation of system enhancements and technical changes. This role partners closely with the business stakeholders, developers, architects, QA teams and external partners to ensure system modifications meet business, regulatory, and technical requirements.

The ideal candidate is a mid-level proficient analyst with strong experience in requirements analysis, data modeling, SQL, and SDLC practices. This position plays a key role in translating business needs into detailed functional and technical specifications while supporting application development and production readiness activities.

Key Responsibilities:
  • Lead or support requirements gathering sessions with business stakeholders to document high-level and detailed system requirements.
  • Analyze proposed legislative, policy, and operational changes impacting child support functionality.
  • Translate business requirements into functional specifications, use cases, user stories, and technical design documentation.
  • Perform gap analysis to assess impacts of proposed enhancements on existing system functionality.
  • Develop and maintain design artifacts including:

    • Use cases and user stories or epics
    • Process flow diagrams
    • Data mapping documents
    • Report and interface specifications
    • Batch processing documentation
  • Collaborate with developers and architects to ensure accurate interpretation of requirements and alignment with technical standards.
  • Support design changes (e.g., system enhancements, defect corrections, database change requests).
  • Construct and execute SQL queries for data analysis, validation, and troubleshooting.
  • Perform logical data modeling and assist with defining data relationships and system impacts.
  • Review technical specifications to ensure traceability to business requirements.
  • Support integration efforts with external agencies and federal/state partners as required.
  • Maintain artifacts within the organization's SDLC toolset.
  • Participate in backlog grooming, sprint planning, and release readiness activities.
  • Assist QA (Quality Assurance) and UA (User Acceptance Testing) teams in clarifying requirements and validating expected outcomes.
  • Support production deployments, including validation of data updates and system functionality.
  • Identify risks, issues, and dependencies and communicate proactively to project leadership.
  • Provide functional guidance and knowledge transfer to business and technical teams.
  • Assist with incident analysis and production issue triage.
  • Support compliance with federal child support regulations, state policies, and data security standards.
  • Promote collaboration, accountability, and customer-focused service delivery.

Preferred Qualifications:
  • 3-6 years of experience as a Systems Analyst, Business Analyst, or related technical role.
  • Experience supporting enterprise applications within a structured development life cycle (SDLC)
  • Demonstrated experience translating business requirements into functional and technical documentation.
  • Working knowledge of relational databases and ability to write SQL queries.
  • Experience with process modeling and documentation tools.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written and verbal communications skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Experience supporting government or public sector systems.
  • Knowledge of Child Support Service systems or case management systems.
  • Understanding of system integration and interface design.
  • Experience supporting compliance-driven environments (e.g., federal reporting, financial processing).
  • Having the technical skills required to perform duties in system analysis, business analysis and business process modeling disciplines.
  • Familiarity with Business Process Modeling concepts and techniques.
  • Working knowledge of Logical Data Models (LDM).
  • Ability to analyze problems, weigh options and solve issues in accordance with goals and requirements.

Minimum Entrance Requirements:

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for the required experience .
