*****THIS POSITION IS CONTINGENT UPON CONTRACT AWARD***** **Position Overview** We are seeking an experienced Technical Project Manager to lead the modernization of a national incident reporting system serving 6,000+ users across 2,000+ federal, state, local, and international partner agencies. The TPM will be responsible for driving delivery of custom agile software development, managing a distributed team, and ensuring successful transition to production with first-time Authority-to-Operate (ATO) certification. This is a role requiring hands-on technical leadership, deep understanding of federal acquisition and DevSecOps practices, and proven ability to navigate complex stakeholder environments. The ideal candidate has experience managing modernization efforts involving microservices architectures, agile sprint delivery, infrastructure-as-code, and government security compliance. **Key Responsibilities** - Lead sprint planning, execution, and delivery for a 18-month base effort plus two 6-month option periods; manage two-week sprints and track acceptance-based invoicing - Coordinate with government stakeholders to align technical approach, prioritize features, and manage requirements changes - Oversee development of a microservices-based architecture modernizing a partially-built codebase (~3 of ~10 microservices currently functional) - Drive first-production Authority-to-Operate (ATO) strategy and security certification plan; collaborate with government ISSO/DSO and contractor security team - Manage integration with government-furnished tools (Digital.ai, OpenShift, GitLab) and ensure compliance with AWS GovCloud, MS SQL Server, and DevSecOps toolchain requirements - Lead cross-functional team including software developers, data engineers, test engineers, security engineers, and UI/UX designers; manage distributed hybrid team with Huntsville cadence - Own technical roadmap, risk management, and issue escalation; communicate status and blockers to government and internal leadership - Ensure quality gate execution (Definition of Done, automated testing, 508 accessibility compliance, deployment readiness) - Manage contractual obligations; track spend, labor allocation, and option period planning **Required Qualifications** - Bachelor's degree in Computer Science, Software Engineering, Business Administration, or related technical field; equivalent military or federal IT management experience acceptable - 8+ years of IT/software project management experience; minimum 5 years managing federal or government contracting efforts - Demonstrated expertise in Agile/Scrum delivery methodologies; proven track record managing multiple parallel sprints and cross-functional teams - Strong technical background in software architecture, microservices, and cloud platforms (AWS, OpenShift, or equivalent) - Experience with DevSecOps pipelines, CI/CD toolchains (GitLab, GitHub Actions, or similar), and infrastructure-as-code practices - Knowledge of federal security compliance frameworks (FedRAMP, NIST, ATO processes) and ability to navigate security authorization workflows - Excellent communication and stakeholder management skills; comfort engaging with government PMO, technical teams, and executive leadership - Pass a pre-employment drug screen. - Pass a background investigation, including but not limited to nationwide criminal record search, and other relevant background information deemed necessary by the contract. - United States citizenship is required to work on a federal contract and will be electronically verified via E-Verify. **Preferred Qualifications** - Prior involvement in legacy system modernization or re-architecture efforts - Familiarity with incident reporting platforms, or emergency management systems - Experience managing 8(a) or other SBA contracting vehicles; understanding of GWAC compliance - Certified Project Management Professional (PMP), Certified ScrumMaster (CSM), or equivalent agile certification - Experience with API-first design patterns and data governance in federal environments - Background in remote team leadership; proven ability to manage distributed hybrid teams across time zones **Disclaimer:** This job description indicates in general the nature and levels of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of an incumbent.
