Responsibilities

  • Plan and coordinate program management process activities and leverage experience to recommend streamlined and efficient business processes, including the development of standard operating procedures and associated documentation.
  • Establish parameters for collecting, analyzing, and displaying metrics.
  • Define and capture requirements by interacting with stakeholders and conducting independent research and analysis in preparation for meetings, including:
    • Seeking information from personnel within the supported principal's organization or appropriate external stakeholders to provide background information required for meetings and other engagements.
    • Conducting follow-up activities to ensure materials are prepared and ready for review in advance of meetings.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • A Bachelor's degree (or equivalent experience) in Computer Science, Information Systems Engineering, Business, or a scientific or technical discipline.
  • BS 10-12, MS 8-10, PhD 5-7
  • Ability to communicate project status and progress to stakeholders, including senior management and team members.
  • Ability to lead and direct complex project teams, including providing guidance and briefings to executive and senior leadership.
  • Strong familiarity with facilities and logistics within the IC community for complex CONUS and OCONUS projects.
  • Experience with and knowledge of Sponsor Project Management Framework and network systems, the latter to include legacy, current, and specialty transport systems.
  • Experience managing project financial activities, including budget creation, hardware and software acquisition, and cost management to ensure effective financial management and delivery within budget.
  • Ability to manage and lead large-scale, high-profile Tier IV-centric projects with significant financial investments, requiring strong leadership, management, effective resource allocation, and risk management skills.
  • Experience facilitating Daily Scrum, Sprint Planning, Sprint Review, and Sprint Retrospective meetings.
  • Ability to lead multiple project managers in the development of master project plans.
  • Bridge the technical and business divide by presenting engineering requirements to senior leadership in a clear, non-technical manner.
  • Experience facilitating communication between vendors and internal stakeholders.
  • Oversee quality assurance processes to ensure products or services meet customer and regulatory requirements.

Desired Qualifications
  • Master's degree (or equivalent experience) in a field related to the position.
  • 15 years of experience in Intelligence Community (IC).
  • Ability to work in a dynamic and challenging environment.
  • Ability to coordinate with engineers, systems analysts, programmers, technicians, scientists, and senior-level managers in the planning of programs.
  • Ability to apply critical thinking to identify strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
