Responsibilities

Arcfield is seeking a Systems Engineer Acquisition Specialist (System Engineer Technical Specialist) to provide Systems Engineering Technical Advisory (SETA) support to a government customer for the planning and acquisition of space and ground-based communication systems. As the System Engineer Acquisition Specialist, you will provide Acquisition and Program Management Support to development efforts aimed at designing and delivering critical cutting-edge components of future architecture.

In this position the qualified candidate will:
  • Develop acquisition strategies and acquisition documentation enabling program development and implementation.
  • Support acquisition planning, solicitation, evaluation, award, and execution for study and development using a variety of contracting methods, such as Broad Agency Announcements (BAAs), Other Transaction Agreements (OTAs) and FAR based competitive awards.
  • Draft acquisition artifacts such as statements of work (SOW), Contract Data Requirements Lists (CDRL), and proposal evaluation criteria.
  • Coordinate across Program Offices for collaboration on system requirements, acquisition strategies and transition of prototype hardware to baseline programs.
  • Provide acquisition advisory services during technical and cost evaluations of proposals.
  • Effectively work with development teams to track technical progress, identify risks, and assess technical solutions.

Qualifications

Required Skills:
  • Bachelor's degree (or equivalent) with 10 to 12 years of experience, or Master's degree with 8 to 10 years of experience, or a Ph.D. with 5 to 7 years of experience, in engineering or business administration related field.
  • Must possess and have the ability to maintain a TS/SCI with Poly.
  • Experience with Systems Engineering and Technical Assistance (SETA) and/or Systems Engineering Integration and Test (SEIT) support.
  • Experience with acquisition and contracting strategies, plans and associated documents for traditional competitive as well as alternate acquisition approaches (such as BAA and OTA).
  • Experience in Space Communication or related field.
  • Strong representational, oral, and written communications skills, including the ability to produce clear, logical, and concise products.
  • Proven organization and interpersonal skills and demonstrated ability to interface effectively via written and oral forums with personnel at all levels of government.

Desired Skills:
  • Ability to effectively use Microsoft Office products as planning and communication tools.
  • Familiar with MBSE/Digital Engineering, AGILE development, or cloud technologies.

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
