Overview of the Role

Reporting to the Operations Technology Head for Global Wealth Management, the Director of Technical Program Management for Wealth Operations is responsible for the delivery of technology Book of Work for wealth operations. You own driving the launch of market leading advisor experiences and digital capabilities for our wealth operations meeting our customer needs. Deliver customer-centric solutions and communications that enable clients to confidently manage their entire financial picture through easy-to-use tools, insights, content, offers, and recommendations. Delivery of programs that provide for a growing digital presence and offerings for our wealth management customers

As the leader of technical program management at Citi, you will be working with engineering leaders, product management, and cross-functional teams to manage and execute our ambitious product strategy. You will partner with every functional domain in the company and exercise your influence to get big things done. Your organization is the hub of getting engineering work in, rationalized, conceptualized, assigned, and delivered across domains in our agile execution model.

You will lead the charge on solving our hardest, most meaningful challenges: set the drumbeat that everyone marches to Improve existing processes and develop new mechanisms to scale the way we plan and deliver for platform services as we grow the company. Driving agile transformation and improving speed to market. Building and driving a culture of learning and excellence in delivery with your team and stakeholders.

We want you to drive innovation that people love and be boundary-less in seeking solutions, eliminating redundancy and driving execution excellence. You will build your own scorecard to continuously monitor capacity, demand, execution, delivery, and hygiene via key performance indicators including capacity, demand, backlog, velocity, quality, project throughput, spend, regulatory compliance, and application security. You ensure execution aligns with all regulatory requirements while continuously working to simplify and to automate the necessary and auditable "paperwork" and processes

You will need to be a smart risk taker, who can deliver big ideas as well as transform them into scalable programs. Not only will you communicate with business, technology, audit, risk, fraud, and finance executives, you will build relationships with them. You will be data driven and without bias in your approaches. Establish collaborative and productive relationships with product management, governance, UX design, vendors and other supporting teams. Foster an environment of engineering excellence and innovation. Insist on designing to the edge. You will be data driven and without bias in your approaches. You have a proven ability to operate in an ambiguous, fast-paced environment. You will possess excellent leadership and interpersonal skills necessary to influence teams to deliver in a fast-paced and dynamic environment. You will actively encourage the development of your managers and your technical staff while continuously raising the bar on performance and technical depth.

    • Be the strategic partner to the Business and Technology heads to drive the wealth operations outcomes. Ensuring well laid out roadmaps and execution plans for book of work
    • Responsible for management and execution of operating model routines

  • Being a visionary TPM Leader that is focused on building high performing TPM function
    • As a Manager of managers, you lead by influence and set the vision for a bar raising TPM function. Manage, mentor and grow the TPM leaders of the future.
    • Building and leading a team of TPM's that are highly passionate, motivated and smart problem solvers to design future state products and technology solutions.
    • Your teams have a deep understanding of the platform, integration patterns, organizational capabilities, and the company wide assets that can be leveraged to provide rich customer experiences while building technical solutions.
    • Demonstrate an ability to structure an organization and optimize it for execution, including attracting top tier talent and filing out gaps in the existing team quickly to accommodate growth.
    • Partner with fellow TPM leaders to ensure alignment and standardization in ways of working
  • Be a change agent. Drive agility, excellence and simplification in ways of working
    • Measure and improve efficiency and effectiveness of processes that are working well and build the next level of improvements, set standards for deployments at scale, infrastructure reliability, security, and scalability.
    • Demonstrate an ability to identify and act upon unique insights and apply them to solve unmet needs and an expertise leveraging/synthesizing competitor, emerging technology, and other marketplace trends to draw out implications to support the team's overall mission and goals
    • Transform the organization into one that drives speed to market and delivers value for our customers in an agile operating model. Champions a culture of high standards, pushes for progress, embraces change and challenges the status quo.
    • Continue to improve the engineering culture across all tech functions.
    • Serve as an evangelist for the team and overall culture, both internally and externally.
  • Being the voice of the teams
    • Responsible for communicating business strategy and goals and how they align to the team's work
    • Provide transparent frequent updates, manage sponsor expectations, and keep all stakeholders informed on Book of Work progress. Creating a culture of transparency and trust

Requirements:
  • Proven ability to develop talent and build a bar raising function & high performing teams (both managers and individual contributors)
  • High degree of emotional intelligence, empathy and level headed, fact based approach to solving problems.
  • Capability to define a well thought out organizational strategy and execute on an associated operational plan.
  • Experience with building client centric platforms at scale, understanding of value stream mapping and ensuring delivery of services in a domain driven design architecture
  • Experience with cloud computing, online services, enterprise software development, engineering and associated operations at scale, application security.
  • Experience with associated developer tooling for CI/CD, TDD, and BDD
  • Demonstrated ability to operate with complete independence and autonomy

Qualifications

The ideal candidate will come from an organization with a strong technical program management function and be a visionary leader with deep experience driving technical or engineering programs from ideation to implementation. Bachelor's degree in computer science, or a related field. Master's degree or equivalent experience preferred.
  • Hands on experience (10+ years) leading program management function and/or technical teams
  • 15+ years' experience in enterprise level program management and delivery engineering products at scale.
  • Strong analytical and quantitative skills; Data driven and results oriented
  • Exceptional strategic analysis, problem solving, issue resolution and decision-making skill
  • Excellent verbal and written communication skills backed by a strong business and technical vision
  • Expert knowledge of Agile frameworks like SAFe, Scrum, Kanban, and familiarity with Jira and Confluence tools
  • Prior experience in wealth management with focus on operations is a huge plus
