Full Job Description
Auria is looking to hire a Technical Program Manager in San Diego, CA.

WHAT YOU CAN EXPECT TO DO:

  • Serve as the primary point of contact for Government customers and industry partners, ensuring clear communication, coordination, and delivery across all program phases.
  • Lead overall program execution, managing cost, schedule, technical performance, quality, and contractual compliance from baseline through task order delivery.
  • Oversee the design, development, integration, and deployment of machine-learning-enabled network anomaly detection capabilities within US Navy programs.
  • Develop and maintain program schedules and baselines, including the Integrated Master Schedule (IMS), Work Breakdown Structure (WBS), and related program controls.
  • Plan and manage agile development activities, including sprint planning, backlog prioritization, and integration of agile outputs with program milestones.
  • Coordinate program controls functions such as cost forecasting, schedule performance tracking, risk and opportunity management, and change control.
  • Ensure adherence to contractual, programmatic, cybersecurity, systems engineering, and configuration management requirements, along with all required data deliverables.
  • Forecast customer needs, derive requirements, and develop executable task order plans aligned with customer priorities and funding profiles.
  • Support or lead pre-RFP and capture activities including solution shaping, technical strategy, basis of estimates, risk identification, transition planning, and proposal execution.
  • Lead resource allocation, staffing, and performance tracking across functional and technical workstreams.
  • Identify and manage program risks and opportunities, providing recommendations to leadership and customer.
  • Foster strong collaboration with Government, industry, and internal stakeholders through regular demonstrations, planning sessions, and reviews.
  • Provide clear and concise program status reporting, milestone documentation, and deliverable submissions.
  • Promote disciplined program management practices, transparency, accountability, and continuous improvement across the program team.
  • Manage program risks and opportunities, including mitigation strategy development.
  • Oversee software development and lead delivery across agile teams, ensuring alignment with customer requirements, schedules, and contractual commitments.
  • Provide program-level oversight of technical work including software development, machine learning, cybersecurity, zero trust, and systems integration.
  • Build and maintain strong customer and stakeholder relationships to support execution, understand mission needs, and anticipate future requirements.
  • Identify opportunities for organic growth, scope expansion, and follow-on work within existing programs.
  • Ensure program execution complies with contractual obligations, company policies, quality standards, security requirements, and Government regulations.
  • Perform other duties as assigned.


WHAT THE TEAM REQUIRES:
  • Bachelor's degree in engineering, computer science, business management, or related discipline
  • 8+ years of experience managing technical multi-year $10M+ DoW or Federal programs or projects with a focus on software development, systems engineering, technical project management, or related discipline
  • Ability to obtain and maintain TS/SCI security clearance required
  • U.S. citizenship required due to federal contract regulations.
  • Demonstrated experience managing software development and/or cybersecurity programs or technical projects supporting the US Navy
  • Demonstrated experience managing multiple technical programs, projects, or task orders simultaneously.
  • Strong ability to manage program cost, schedule including IMS, resources, and risk.
  • Experience managing technical teams of up to 20+ personnel within agile environments.
  • Experience developing, reviewing and coordinating Integrated Master Schedules.
  • Strong communication, presentation, and stakeholder engagement and management skills.
  • Approximately 10-25% domestic travel may be required, with occasional additional travel based on customer and business requirements.

Knowledge, Skills & Competencies
  • Strong knowledge of technical program management principles, including cost, schedule, scope, risk, quality, resource, and performance management.
  • Demonstrated technical understanding of software development, software-intensive systems, and modern development environments.
  • Knowledge of machine learning and artificial intelligence concepts and their application in software systems.
  • Understanding of cybersecurity principles, operations, and zero-trust architectures within DoW or federal environments.
  • Experience leading programs that use agile or other iterative software development methodologies.
  • Strong scheduling (IMS) skills, including dependencies, critical paths, milestones, and resource loading.
  • Experience managing financial performance, including budgets, forecasting, cost controls, and profit objectives.
  • Risk and opportunity management skills, including identification, assessment, mitigation, and communication.
  • Demonstrated personnel leadership and resource management experience, including leading technical teams and balancing competing priorities.
  • Excellent customer engagement, communication, presentation, negotiation, and stakeholder management skills.
  • Ability to manage multiple concurrent programs and high-priority tasks in a fast-paced environment.
  • Strong business acumen with the ability to identify and support program growth and expansion opportunities.
  • Knowledge of DoW acquisition, contracting, and program execution environments.


WHAT THE TEAM PREFERS:

  • Experience working with Navy commands, program offices, or Navy acquisition organizations preferred.
  • Knowledge of cybersecurity and/or zero trust requirements in a DoD or federal environment preferred.
  • Knowledge machine learning, artificial intelligence, or data-intensive technical programs preferred.
  • Prior U.S. Navy service or significant Navy program experience preferred.
  • PMP certification preferred


PAY TRANSPARENCY: The salary offered will be based on the selected candidate's qualifications - skills, education & experience - and the position level. $140,000 - $180,000
