Overview
CVP is seeking an experienced Technical Manager to support a federal government client in leading and managing a robust suite of collaboration tools in a large-scale, cloud-based environment.The Technical Manager will serve as the primary technical and client-facing leader for the Tools Management team, directly supervising a team of 4 tools administrators while maintaining hands-on expertise across the toolset. This role requires a confident communicator and trusted advisor who can engage federal clients at the program level while remaining ready to work hands-on when the mission demands it. Responsibilities
Leadership and Client Engagement
  • Lead, mentor, and manage a team of 4 tools administrators, providing technical direction, workload prioritization, and professional development support
  • Serve as the primary client-facing leader for CMS federal stakeholders, presenting program status, risks, and recommendations with clarity and confidence
  • Facilitate and present at client workshops, stakeholder briefings, and program-level reviews
  • Lead participation in Program Increment (PI) planning events, coordinating dependencies and ensuring tool readiness aligns with PI objectives
  • Foster a collaborative team culture aligned with CVP values and CMS Agile standards
Technical Execution
  • Maintain hands-on expertise in Jira, Confluence, and GitHub, with the ability to step in and perform administration, configuration, and troubleshooting as needed
  • Oversee administration and maintenance of the full collaboration and DevOps toolset, including Jira, Confluence, GitHub Enterprise, Mural, Slack, and SonarQube
  • Monitor tool health and performance, proactively resolving issues to minimize disruption to development teams
  • Plan and execute tool upgrades and updates using no-downtime deployment strategies
  • Serve as the subject matter expert and final technical authority across all supported tools
Reporting and Continuous Improvement
  • Contribute to sprint, monthly, and PI status reports covering tool availability and platform health
  • Drive continuous improvement through automation, process optimization, and emerging technology adoption
  • Oversee development and maintenance of documentation, runbooks, and SOPs for all supported tools
Qualifications
  • Ability to obtain and maintain a federal government Public Trust clearance
  • 2+ years of experience in a technical management or senior technical lead role, including direct supervision of technical staff
  • Demonstrated experience presenting to and engaging with federal clients, including facilitation of workshops and PI planning sessions
  • Hands-on expertise with Jira, Confluence, and GitHub Enterprise, including advanced configuration and administration
  • Experience managing Jira at scale including workflow configuration, permission schemes, and Agile/SAFe board setup
  • Experience with SSO/MFA administration, preferably with Okta or similar identity providers
  • Working knowledge of AWS cloud environments
  • Strong written and verbal communication skills with a proven track record of briefing federal stakeholders

Desired Skills

  • Experience in a SAFe or scaled Agile environment supporting multiple development teams
  • Knowledge of CMS, HHS, or federal IT standards including FISMA, ATO processes, and NIST frameworks
  • Familiarity with additional tools such as CloudBees CI, JFrog Artifactory, TestRail, Grafana, or Splunk
  • Relevant certifications such as Atlassian Certified Professional, AWS Certified SysOps Administrator, or SAFe certification
