About the Job.

JPI has an exciting opportunity for a Technical Manager to join our Central Region DfX team located in Dallas, Texas.

The Technical Manager is responsible for planning every aspect of construction before it begins. This seasoned planner anticipates issues prior to construction and coordinates the best design options with the design team. The role develops the turnover phasing plan and works closely with the design team to ensure it is captured during the design phase. The Technical Manager engages with the Authority Having Jurisdiction (AHJ) to understand how each building can be turned over, and coordinates with subcontractors to align design decisions with the phasing plan. Additionally, this role develops the supporting construction phasing plans for ensuring all elements of the project are de-risked and ready for execution.

Essential Functions & Responsibilities

Turnover Phasing Plan & Design Coordination
  • Develop the project turnover phasing plan and work directly with the design team to ensure the phasing strategy is fully captured during the design phase.
  • Anticipate constructability issues prior to construction start and coordinate the best design options with the design team to eliminate risk before it reaches the field.
  • Coordinate with subcontractors to align design decisions with the phasing plan, ensuring trade input is incorporated early.
  • Develop the phasing plans for civil zones, exterior zones, and site improvement zones in alignment with the building turnover sequence.
  • Serve as the last point of review prior to operations commitment for project execution, ensuring initial phasing and schedule alignment are complete before closing documents and Notice to Proceed (NTP).


AHJ pre-construction
  • Engage with the Authority Having Jurisdiction (AHJ) early to understand jurisdiction-specific requirements for turning over each building.
  • Ensure the project turnover phasing and sequence will be approved by the jurisdiction, and resequencing plans as necessary to accommodate AHJ requirements.
  • Confirm Fire Inspector startup requirements align with the phasing plan and the Overall Project Construction plan.
  • Participate in city pre-construction meetings to ensure all turnover requirements are incorporated into the plan.
  • Ensure third-party consultants are contracted with the appropriate inspection type and frequency per the plan minimum or JPI standard, whichever is greater.


Risk Identification & Mitigation
  • Complete the project Risk Matrix and develop mitigation strategies prior to NTP.
  • Identify chokepoints, schedule risks, and constructability conflicts during the planning phase, and develop Plan B alternatives before they impact execution.
  • Coordinate the de-risking process to ensure all required Coordination issues are resolved, providing the field team with a clear path without RFI delays at NTP.


Subcontractor & Trade Coordination
  • Coordinate pre-construction meetings with key trades to gather input on labor, sequencing, and constructability for each phase of the work.
  • Work with subcontractors to ensure design and trade scopes are coordinated with the phasing plan prior to construction starts.
  • Ensure submittals are reviewed and approved for installation per the plan, with no gaps that could delay field execution prior to construction.
  • Communicate the phasing plan, and sequencing logic requirements to the Site Construction Manager and field team for seamless handoff.


Design Team Collaboration
  • Partner with the design team throughout concept, schematic design, design development, and construction documents to ensure constructability and phasing requirements are captured.
  • Identify and resolve design conflicts during the design phase rather than during construction.
  • Drive value engineering opportunities that improve constructability, schedule, or cost without compromising design intent.
  • Coordinate digital workflow efforts (BIM, clash detection, model coordination) with the VDC Lead to surface issues before they reach the field.

Education, Work Experience, & Physical Requirements
  • Bachelor's Degree in Construction Management, Civil Engineering, Architecture, or a related field preferred. Equivalent field experience will be considered in lieu of a degree.
  • Minimum of 15 years of multifamily Superintendent experience required.
  • Demonstrated experience owning overall project schedule duration and accuracy, including maintaining the OPC schedule, bi-weekly Procore snapshots, and meeting all project milestones.
  • Demonstrated experience leading weekly PSM and OAC meetings as the front-facing site representative, with timely resolution of all constraints across departments.
  • Demonstrated experience managing subcontractor performance to JPI standards, including resolving non-performance issues per SOP and validating quality and completeness of work via checklist.
  • Demonstrated experience managing the turnover process end-to-end, including QC inspections, 3rd party inspection closeouts, declarations, and AHJ closing requirements.
  • Demonstrated experience leading City Inspector and Fire Marshal inspections, including city pre-con meetings.
  • Demonstrated experience leading field teams, including production lead training, performance reviews, daily log accuracy, and safety program execution (meetings, inspections, and incident reporting).
  • Proficiency with Procore, Bluebeam, and OPC Reporting Systems.
  • Strong working knowledge of multifamily construction phasing, AHJ turnover requirements, and fire inspection startup processes.
  • Ability to read and interpret civil, architectural, structural, and MEP drawings.
