Technical Lead / Solution Architect to serve as the chief technical authority for the FMCS ADSS contract. In this role, you will design, oversee, and guide the modernization and cloud migration of critical enterprise application environments. As a designated
Key Personnel member, you will bridge the gap between high-level agency strategy and technical execution, collaborating directly with the FMCS CIO, Government PM, and COR to transform aging legacy systems into secure, scalable, cloud-native solutions.
Core Responsibilities:
Architecture, Modernization & Cloud Migration
- System Assessments: Conduct thorough architectural assessments of designated legacy systems, mapping out data models, dependencies, technical debt, and recommended target states.
- Modernization Roadmaps: Develop and present actionable, phased migration roadmaps to FMCS leadership for high-impact enterprise systems.
- AWS-to-Azure Migration: Architect and execute the full migration strategy to move all FMCS workloads from AWS to the Azure Government (GCC Medium) cloud environment, ensuring successful re-platforming and DNS/DNSSEC transitions.
- System Re-Engineering: Lead the modernization strategy for critical, high-user platforms, including the custom .NET Arbitration management system and the Microsoft Dynamics/Power Apps-based Case and Conflict Management System (CCMS).
Technical Leadership & DevSecOps Engineering
- Technical Standards Alignment: Enforce software development standards across the engineering team, ensuring robust peer code reviews and automated test coverage.
- DevSecOps Pipeline Management: Architect and maintain Continuous Integration/Continuous Delivery (CI/CD) pipelines, embedding automated security scanning (SAST/DAST) into the release workflow.
- Technical Documentation: Author and maintain system-level design artifacts, process flows, run books, and comprehensive technical architecture documents.
Security, Governance & Compliance
- Zero Trust Architecture: Design and implement infrastructure aligning with Zero Trust principles across identity, devices, networks, and data pillars (per OMB M-22-09).
- ATO Support: Coordinate closely with federal Authorizing Officials (AOs), CISOs, and ISSOs to build system security artifacts, obtain/maintain ATO postures for FISMA Medium environments, and remediate vulnerability findings.
- Supply Chain & Accessibility Assurance: Ensure the generation of a Software Bill of Materials (SBOM) for production releases and validate that all architectures inherently satisfy Section 508 and WCAG 2.0 Level AA standards.
Required Education, Experience, & Skills- Enterprise Experience: Minimum of ten (10) years of experience supporting enterprise-scale IT systems, with a track record of driving modernization for distributed user bases exceeding 20,000 users.
- Cloud Architecture Expertise: Minimum of five (5) years developing and architecting cloud environments, with specific experience in Azure Government Cloud (GCC Medium) and AWS.
- Federal Security Experience: Proven success establishing and maintaining ATOs for federal systems rated FISMA Medium or higher.
- Comprehensive Technology Stack Mastery:
- Microsoft 365/Power Platform: Core architectural expertise in SharePoint Online, Dataverse, Power Apps (Canvas and Model-Driven), Power Automate, Power Pages, and Power BI.
- Development Stack: Deep proficiency across C#, .NET, SQL Server, PostgreSQL, and modern open-source stacks (React, Angular, Vue.js, Python, Java, Node.js).
- Organizational Standard Maturity: Background working within CMMI Level 3 (for both Development and Services) frameworks preferred.
Security Clearance:
- Must have a Tier 2 (Moderate Risk) Background Investigation (Public Trust)
