Duties

Help

  • Serve as the Process Integrator for Emerging Chemicals.
  • Responsible as the senior advisor to the Technical/Quality (TQ) Process Owner regarding enterprise-wide TQ functional process performance issues related to Emerging Chemicals.
  • Establish and maintain metrics to monitor business performance for Emerging Chemical.
  • Identify which products across the Department of War (DoW) contain specific chemicals and minerals that are at risk in the supply chain.
  • Lead technical integration efforts to centralize chemical safety and ingredient data from manufacturers for all products procured by the DoD.
  • Support the transition away from hazardous compounds by managing the acquisition and supply chain for new alternatives, such as establishing repositories for HFC gases.
  • Translate complex environmental regulations into actionable guidance tailored for DLA's acquisition, supply, and disposal workforces.
  • Conduct market research to identify, evaluate, and qualify vendors of safer, next-generation alternative products to ensure mission readiness and compliance.
  • Develop, implement, and maintain comprehensive metrics for Quality Control programs, using data-driven insights to enhance process effectiveness.
  • Analyze Key Performance Indicators (KPIs) and other performance data to evaluate TQ process effectiveness, identify root causes of gaps, and drive continuous improvement.
  • Plan and oversee all phases of audit evaluations, providing subject matter expertise on process and system compliance with A-123 requirements, including End-to-End reviews and risk control matrices.
  • Conduct enterprise-wide management studies on process performance, review methodologies to identify critical problems, develop solutions, and champion best practices.
  • Create, review, and interpret new or changing policies, assessing the impact on TQ functions and providing justification in precedent-setting situations.

Qualifications

To qualify for a Technical and Quality Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Ensures all processes adhere to applicable Technical and Quality regulations, laws, and policies by creating and maintaining comprehensive documentation, including process system memorandums, functional system specifications, Standard Operating Procedures, and training materials.
  • Applies quality assurance (QA) concepts and methodologies to analyze and resolve highly complex or sensitive problems, integrating new developments to continuously improve Technical and Quality processes and program areas.
  • Monitors and analyzes key quality performance indicators (KPIs), preparing detailed reports, and presenting actionable insights to senior leadership to drive strategic decision-making and resource allocation.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

Position requires DoD Acquisition Engineering & Tech Management (N), Practitioner certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years. Click here for more details and Resources.
