The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Assists the executive in creating and establishing enterprise research strategy and goals that enhance compliance. Assists in the allocation of resources and the establishment of performance measures and goals for the business unit. Provides oversight to ensure goals, strategy, and policies are clearly communicated to employees to achieve the desired results.
  • Analyzes proposals referred by the research service-wide community, or those directed to the executive, for review, approval, or decision. Develops recommendations for consideration and action. Incumbent is responsible for developing, establishing and maintaining adequate processes for review of work products and projects to assure technical and administrative completeness and accuracy. Conducts final review of policy or precedent setting information prior to dissemination. Pursues appropriate follow-up to ensure that decisions are implemented as intended.
  • Evaluates information relating to policy setting recognizing the need for consistent and accurate application of technical and/or procedural positions and the establishment of clear precedents. Formulates, determines and influences courses of action affecting adoption of research service-wide policy.
  • Independently or as a leader of an ad hoc group, undertakes special studies and investigations on taxpayer compliance, taxpayer burden, efficient allocation of IRS resources, enforcement revenues or other topics assigned. Plans and/or accomplishes special projects.
  • Represents the executive in contacts with high level IRS officials, representatives of other agencies and non-government organizations. In all such assignments, the incumbent effectively presents the view and decision of the Director when delegated the authority to do so.

Qualifications

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE:

GS-15 Level:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must include:

  • Demonstrating leadership skills by directing major programs and enterprise-wide initiatives, making high-impact decisions affecting organizational and divisional operations, providing expert technical guidance on program matters, and serving as a trusted advisor and representative to senior executive leadership;
  • Using management principles and project management methodologies to plan, coordinate, and integrate complex project objectives and recommendations with business operating division (BOD) top leadership and/or functional level representatives;
  • Leading and performing analyses and evaluation of official government directives, programs and technical requirements/challenges. Exercises independent judgment subject to administrative and policy guidance to address project priorities, organizational objectives, and performance.;
  • Using oral and written communication skills to develop policy, prepare technical briefings/correspondence, present recommendations, persuade stakeholders, and negotiate resolutions to complex technical and implementation issues


AND

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Education
