Team Lead, Research Informatics

What you'll do
  • Ensures systems or applications are supported with the highest levels of service availability and performance. Coordinates the activities of staff and resources to ensure they are effectively utilized. Contributes towards continuous growth of the team through coaching and mentorship of staff and identification of new opportunities.
  • Supervising staff, establishing clear definitions of responsibility for each. Reviews workload assignments and adjusts schedules according to workload to ensure operational requirements are met. Evaluates individual performance of team members with appropriate internal stakeholders and peers.
  • Responsible for hiring, performance management, and termination of assigned staff.
  • Assists in the establishment of project management and support structures that will be used by the department to direct future development and change. Initiates and manages projects within the designated portfolio. Advocates best development practices.
  • Ensures problem resolution and user satisfaction through ongoing communication with all levels of stakeholders within the organization and by developing and maintaining productive working relationships with project sponsors and key users.
  • Leads and coordinates the release and technical change management across disparate stakeholder groups like regional health authorities, vendors, agencies, and sites. Leads infrastructure change management.
  • Leads the analysis of the current state and future requirements for the designated application. Initiates the development of specific goals and objectives. Accountable for identifying business and system impacts of changes and defects within complex and integrated solutions.
  • Leads and supervises the technical delivery of projects undertaken by staff ensuring effective use technical resources.
  • Develops budget estimates for various research projects that require development time and authorizing the cost recovery for those projects.
  • Responsible for the implementation and execution of system / software development related duties and/or tasks which includes but is not limited to: maintenance, documentation and milestones.
  • Performs a variety of technical tasks as dictated by department workload demand.
  • Performs other duties as required.

What you bring

Qualifications:
  • A level of education, training and experience equivalent to a Bachelor of Science Degree in Computer Science/Software Systems, Information Technology, Engineering or related field, plus five (5) to seven (7) years recent related experience.
  • Expert knowledge and understanding of technologies and strategies, including the design, development, testing, implementation and support functions related to a variety of applications. Strong enterprise-level experience in the administration and implementation of applications in a large-scale environment.
  • Excellent interpersonal, oral, and written communication skills with the ability to communicate complex ideas in simple terminology.
  • Ability to understand and clearly relate technical information and principals of operation to other members of the organization.
  • Ability to analyze operational problems and recommend innovative solutions, demonstrating time management skills.

Role Specific Qualifications:

Service Desk
  • Proven ability to plan and execute complex projects with stringent budgets and timelines.
  • Previous experience working in technical role such as systems administration or technical specialist.
  • Knowledge of Linux, security & working with open source platforms.
  • Expert knowledge and understanding of core systems technologies and strategies.
  • Excellent interpersonal, oral, and written communications skills with the ability to communicate complex ideas in simple terminology.
  • Ability to analyze operational problems and recommend innovative solutions in a non-technical manner.
  • Relevant certification such as those provided by Microsoft, ITIL, and PMI would be an asset.

Programming
  • Proven ability to design software applications from a set of business rules or specifications.
  • Excellent problem solving capabilities to find solutions to software challenges.
  • Experience in the implementation of large scale java applications and web services (RESP, SOAP), and with java and web application development languages.
  • Experience in Open source platforms such as LAMP/LAPP stack architecture.
  • Experience with HTML, JQuery, JavaScript, AJAX and Front-end frameworks.
  • Strong knowledge in developing and tuning PL/SQL queries, data migration or platform transformation scripts.
  • Proficient with relational database development and querying using major RDBMS such as MySQL or PostgreSQL etc.
  • Working knowledge of data integration architectures, techniques and tools, and data warehousing concepts.
  • Familiarity with Object Oriented programming language PHP and the Cake PHP framework.
  • Familiarity with clinical and ancillary information systems, electronic medical records, and other health-related data management systems (REDCap, PhenoTips, OpenSpecimen, etc.) and other applications (APEX, PowerBI, etc.)
  • Familiarity with infrastructure systems (servers, shell scripts) a plus.
  • Familiarity with HL & interfaces is considered an asset.

  • Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Skills & Knowledge
  • Demonstrates a commitment to beginning and continuing their personal learning journey related to Indigenous-specific racism and dismantling systems of oppression, as well as addressing racism more broadly. Shows willingness to articulate and share their learning experiences to contribute to a culture of motivation and inspiration among peers.
