Position Summary: The Talent Program Manager is responsible for the execution, optimization, and continuous improvement of global talent programs that enhance employee and manager experiences. This role will focus on process efficiency, compliance, technology enhancements, and stakeholder engagement, partnering with cross-functional teams to ensure seamless talent operations.

The ideal candidate will drive strategic initiatives, improve workflows, oversee vendor partnerships, and support change management efforts in a global, matrixed organization. Success in this role requires strong judgment and ownership, analytical thinking, and negotiation skills to influence decision-making and execute programs that deliver results. The ideal candidate will combine expertise in compliance, process optimization, and talent systems with the ability to collaborate effectively in a global, matrixed organization.

Key Responsibilities

Talent Program Management & Process Optimization
  • Design, implement, and optimize recruiting programs that improve efficiency, scalability, and candidate experience
  • Partner with HR Technology to implement system enhancements and ensure seamless execution of talent software updates
  • Use data and metrics to measure program effectiveness and drive continuous improvement
  • Serve as a business process advisor, influencing cross-functional recruiting teams on best practices, process improvements, and program strategies
  • Enhance process documentation and standard work to support a best-in-class experience for candidates, interviewers, hiring managers, and recruiters
  • Balance multiple projects and changing priorities in a fast-paced, dynamic environment

Vendor & Compliance Program Management
  • Oversee vendor relationships, partnering with procurement and recruiting leadership on contract agreements and identifying opportunities for operational improvement.
  • Partner with Legal, Compliance, Compensation, and Data Privacy teams to ensure adherence to global employment regulations (e.g., background checks, I-9, EEO/OFCCP, pay transparency, GDPR, trade compliance, etc.).

Stakeholder Engagement & Change Management
  • Build and maintain strategic relationships with global and cross-functional partners to enhance program effectiveness and drive alignment.
  • Communicate process, policy, and system changes effectively to leadership, business partners, and recruiting teams.
  • Lead change management initiatives, including communications, training content development, and new training approaches to support program adoption.
  • Develop and maintain knowledge management resources, including process documentation, work instructions, and policy updates.
  • Partner closely with recruiters, hiring managers, and HR leaders to ensure customer-focused program design and execution.

Data, Reporting & Performance Metrics
  • Define and track key program metrics to measure efficiency, candidate experience, and compliance performance.
  • Report on project status, program impact, and key insights to recruiting leadership and stakeholders to inform decision-making.
  • Use data to influence direction and drive change, ensuring recruiting strategies are informed by key trends and business needs.
  • Leverage analytics to identify areas for improvement, optimization, and scalability.


Qualifications

Required Skills & Experience:
  • 5+ years of experience in talent programs or recruiting operations, preferably within a global, matrixed organization
  • Experience with talent acquisition systems (ATS) and/or HR technologies (preference for Oracle and Eightfold)
  • Exceptional project management skills, with the ability to manage multiple priorities and deadlines
  • Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience)
  • Customer-focused mindset, ensuring programs meet the needs of employees, managers, and HR teams
  • Excellent communication and interpersonal skills, with a focus on collaboration and stakeholder management
  • Strong analytical skills with the ability to interpret data and drive actionable insights to improve program outcomes

  • Knowledge of global employment regulations, data privacy laws, and compliance requirements (e.g., background checks, EEO, OFCCP, pay transparency, trade compliance, GDPR, etc.)
