Job Summary:
The Talent Management and Organizational Development Manager manages, develops, and drives results for the talent development and organizational development team and works with internal stakeholders. You will drive outcomes that leverage sound metrics, implements initiatives to accelerate talent pipeline growth to achieve overall talent management goals. Serves as the subject matter expert and the go-to person on matters of talent development and organizational development: onboarding, development / leadership programs, coaching, organizational design, succession, workforce strategies, team collaboration, diversity, equity and inclusion as well as key strategic business line and vendor relationships. Manages and oversees the successful execution of the Bank's talent strategy. Leads the performance management process for the Bank.
You will have oversight of the Talent Management and Organizational Development budget, all contractual services, and program evaluation. You prepare reports to management. You serve as the Bank representative on selected System projects related to enterprise talent management and learning. You direct the work of the Talent Management and Organizational Development staff and other HR staff and resources as required. You will report to the Vice President of talent.
The salary grade for this position is 16. Final salary and offer will be determined by the applicant's background, experience and skills, as well as internal equity and alignment with market data.
Job Description:
- You are accountable for the day-to day operations of the Talent Development and Organizational Development staff and goals. You will build and evaluate the skills and capabilities of the talent management and organization development team by setting clear performance expectations, providing on-the-job coaching and setting a specific learning plan for best practices. You evaluate performance regularly; deliver timely feedback and prepare and conduct thorough performance reviews.
- You are a subject matter expert/trusted advisor with senior leaders, business unit managers, and others as appropriate to develop and implement talent strategic plans. You will work with leadership to determine their workforce developmental needs. You create and implement a Talent Dynamic Strategy focused on enabling the Bank's workforce with the skills to meet or exceed current and future strategic objectives and its desired culture.
- You develop Talent Management and Organizational Development (TMOD) strategies in support of the Bank's overarching talent strategy and goals. You partner with business line leadership to develop and execute specific TMOD strategies for their business areas.
- You will continue to innovate on Bank strategy for talent by leveraging and designing standard and customized programs, tools and training as well as partnering with business leaders to evolve their workforce plans.
- You conduct needs analysis and assessments to help measure and evaluate the effectiveness of all learning and professional development efforts and training programs. You develop, oversee and evolve metrics for the Bank's Talent Strategy in an effort to demonstrate progress in achieving the Bank's workforce goals.
- You lead, design, and conduct management and executive development programs related to the Bank Talent Management Initiatives and other Bank training and development programs.
- You will lead the Bank's employee engagement activities such as the Bank's survey to inform the Bank's talent strategy.
- You manage vendor relationships in support of the Bank's talent strategy.

- You have proven ability to partner with business areas to develop and implement strategic workforce plans including leadership development and succession. Skilled at building strong client relationships within the Bank and around the System.
- You have excellent presentation, interpersonal, facilitation, and conceptual skills.
- You are highly effective influencing, negotiating, and motivational skills; you demonstrate a strong ability and willingness to develop strong relationships and work in a collaborative environment across multiple stakeholders and provide appropriate push back as needed.
- You demonstrate strong ability and experience in building and sustaining solid partnerships with Human Resources teams and other leaders.
- You have strong project management, strategic thinking, management, analytical, and problem-solving skills. Experience in project/program management of vendors in the talent management space.
- You have the ability to understand business need and provide excellent customer service.
- Demonstrates innovative and creative approaches/strategies to talent development and organizational development.
- You have strong analytical and problem-solving skills, you have the ability to analyze data, understand trends and develop recommendations for action based on the analysis.
- You have excellent skills in MS Office Suite (Outlook, Excel, Word). Experience with Workday a plus
- You have excellent interpersonal and communication skills; strong customer service orientation.
- You have excellent knowledge of all Federal Reserve System and (Board of Governors) BOG functions.
- You are skilled in conducting and leading training with large and small groups using classroom and online technology. Experience leading System projects related to talent development and organizational development.
- You are effective in working with all levels of management and employees.
Education:Bachelor's Degree.
Master's degree or equivalent business experience preferred.
Human Resources Certification preferred
Work Experience:Minimum of 10 years of progressive experience in developing and leading talent development programs and strategies as well as organizational development efforts and human resources.
