We are looking for a Talent & Development Programs Manager. This position will be based in Wendell, NC.

The Utility Systems & Solutions business within Siemens Electrification & Automation (EA) is dedicated to enabling a more reliable, resilient, and sustainable electric grid across the generation, transmission, and distribution value chain. We serve electric utilities and EPC partners by delivering integrated, utility-grade electrical solutions that support grid modernization, capacity expansion, and energy transition.

Role Summary

The Manager, Talent & Development Programs is responsible for the strategic design, governance, execution, and continuous evolution of Siemens' early-career and professional development ecosystem, including the Engineering Development Program, Sales & Marketing Development Program, and Joint Embedded Training Program.

This role ensures alignment with Siemens' enterprise learning strategy while tailoring programs to the Utility Systems business, driving capability building, leadership pipelines, and structured career path development.

The Program Manager partners with business leaders to identify capability gaps and translate them into structured development programs. In collaboration with Siemens Power Academy, this role defines delivery strategies including instructor-led, digital, certification-based, and blended learning approaches.

Operating as a cross-functional leader across Sales, Engineering, Operations, and HR, this role ensures development programs directly enable business growth and performance.

  • Defining and owning the vision, roadmap, policies, and governance framework for development programs
  • Designing, launching, and scaling structured development and rotational programs across multiple functions
  • Building and operationalizing program governance, SOPs, and structured learning frameworks
  • Partnering cross-functionally with Engineering, Operations, Sales, and HR to align development programs with workforce planning
  • Translating program data and workforce insights into actionable strategies that drive business outcomes
  • Driving continuous improvement through metrics, stakeholder feedback, and program evolution

Basic Qualifications:
  • Bachelor's degree in Engineering, Business, Marketing, Education, Human Resources, or a related field
  • 10+ years of experience with the following:
    • Cross-functional leadership across sales, engineering, operations, HR, or related business functions
    • Workforce development, talent development, professional education, or learning strategy
    • Leading enterprise-level initiatives and influencing stakeholders across a matrixed organization
  • 5+ years of experience with the following:
    • Designing and leading structured development, rotational, or leadership programs
    • Building and operationalizing learning governance, program frameworks, and performance metrics
    • Translating data and program insights into actionable strategies that drive business outcomes
    • Experience working within enterprise systems and environments, including tools such as SAP, Salesforce, middleware platforms, or similar systems
  • Willingness and ability to travel as needed to support program execution and stakeholder collaboration
  • Legally authorized to work in the United States on a continual and permanent basis without company sponsorship

Preferred Qualifications:
  • Advanced degree in Business, Human Resources, Education, or a related field
  • Experience in workforce development, learning strategy, or HR program leadership within a complex organization
  • Experience using Power BI or similar tools to interpret dashboards and analytics (no development required)
  • Experience collaborating with internal training organizations or external learning providers
  • Strong relationship-building skills with a self-starter mindset and ability to proactively engage stakeholders
  • Experience driving change management initiatives and navigating complex organizational environments
  • Exposure to industrial, manufacturing, utility, or engineering environments

The pay range for this position is 109,670 - 188,006 annually with a target incentive of 15 of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
