Overview

The Talent Acquisition Supervisor oversees full-cycle recruitment for assigned programs across the agency, ensuring vacancies are filled efficiently with qualified candidates while providing day-to-day supervision and guidance to the Talent Acquisition team. This role partners with hiring managers to understand staffing needs, develop effective recruitment strategies, and support sound hiring decisions.

Using strong recruiting expertise, the TA Supervisor sources, screens, and interviews candidates, oversees the applicant tracking system (ATS), ensures compliance with employment laws and agency hiring practices, and builds talent pipelines to support current and future workforce needs. The role also monitors recruitment metrics and identifies opportunities to improve hiring processes and the overall candidate experience.

Key Responsibilities
  • Lead and oversee the full-cycle recruitment process to ensure timely, high-quality hiring across the organization.
  • Develop and implement innovative recruitment and sourcing strategies to attract diverse, qualified talent for entry-level through professional positions.
  • Partner with hiring managers to identify staffing needs, develop job descriptions, and provide recruitment guidance throughout the hiring process.
  • Build and maintain talent pipelines through strategic sourcing, networking, employee referrals, campus partnerships, and community outreach.
  • Oversee job postings, applicant tracking, candidate records, and recruitment reporting to ensure an efficient and compliant hiring process.
  • Analyze recruitment metrics and hiring trends to evaluate performance, identify opportunities for improvement, and implement process enhancements.
  • Supervise, coach, mentor, and develop Talent Acquisition staff by establishing performance expectations, conducting regular 1:1 meetings, fostering accountability, and supporting professional growth.
  • Manage relationships with staffing agencies, recruitment vendors, educational institutions, and other external partners to strengthen talent acquisition efforts.
  • Represent Rising Ground at recruitment events, job fairs, and community partnerships, serving as a professional ambassador for the organization.
  • Promote a collaborative, inclusive, and high-performing team culture while modeling integrity, accountability, and organizational values.
  • Participate in HR initiatives, special projects, and perform other duties as assigned

Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field preferred.
  • Minimum of three (3) years of recruiting experience, preferably in human services or the non-profit sector.
  • Strong knowledge of recruitment and selection principles, including interviewing techniques and best practices.
  • Proficiency in Microsoft Word, Excel, and Applicant Tracking Systems (ATS).
  • Understanding of organizational structures, Human Resources policies and procedures, and applicable federal and state employment laws.
  • Excellent written and verbal communication, organizational, and interpersonal skills.
  • Strong time management skills with the ability to prioritize tasks and meet deadlines accurately and efficiently.
  • Strong problem-solving abilities, initiative, sound judgment, and decision-making skills.
  • Ability to collaborate effectively with multiple departments and stakeholders at all levels in a professional manner.
  • Demonstrated team-building skills with the ability to influence and collaborate across departments.
