Talent Acquisition Manager (Human Resources)

This is a hybrid position with occasional days required in the office.

The pay range for this role is between $119,017-$136,870 annually.

Summary

As the Talent Acquisition Manager, reporting to the Director of Talent Acquisition, you will lead full-lifecycle recruitment and manage a team of recruiters and coordinators. You will strategically oversee team workloads, recruitment searches, and professional development while building strong partnerships with hiring leaders. You will also lead your own searches and use data, technology, and recruiting tools to drive an efficient, high-performing Talent Acquisition team.

Primary Duties
  • Partner closely with site leadership and cross-functional partners to understand workforce needs while leading, coaching, and developing the recruitment team.
  • Translate the organization's talent acquisition strategy into scalable recruitment plans, practices, and priorities aligned with agency goals and workforce needs.
  • Drive consistent recruiting operations through effective processes, workflow optimization, technology adoption, and continuous improvement.
  • Establish and maintain standardized recruitment processes and procedures that support efficiency, consistency, equity, compliance, and a positive candidate experience.
  • Monitor, analyze, and present recruitment metrics, reports, and analytics to identify trends, staffing needs, operational opportunities, and areas for improvement.
  • Oversee and optimize the recruiting functionality of the HRIS, ensuring effective and consistent use of recruitment systems and technology.
  • Implement sourcing strategies and recruitment approaches to attract hard-to-fill and underrepresented talent, utilizing diverse recruitment channels, partnerships, and external resources.
  • Oversee external recruiting resources, including employment agencies, recruiting platforms, and other talent acquisition vendors, as needed.
  • Partner with the TA Director, Marketing, and other stakeholders to implement employment brand initiatives across external career sites, social media, and other talent attraction channels.
  • Develop and execute talent attraction and email marketing campaigns to engage prospective candidates and strengthen talent pipelines.
  • Ensure a positive and consistent candidate experience through effective recruitment processes, recruiter capability, candidate feedback, and continuous improvement.
  • Provide recruitment guidance and consultation to hiring managers and supervisory staff throughout the selection and hiring process.
  • Coordinate and oversee participation in career fairs, assessment centers, community events, and other talent acquisition activities.
  • Support talent retention and development initiatives as they relate to recruitment, internal mobility, and workforce needs.
  • Manage temporary staffing needs, including coordination of temporary personnel and related staffing resources.

Position Requirements
  • 5+ years of experience in recruitment, with increasing responsibilities, hiring corporate and executive level roles.
  • 2+ years of supervisory experience preferred.
  • Ability to work with and influence multiple facets of an organization (i.e. across function, level, location, etc.) and tailor communication based on the audience.
  • Outstanding attention to detail and follow-through.
  • Strong organizational skills with ability to prioritize.
  • Ability to think operationally and develop processes for efficiency.
  • Broad understanding of general HR requirements; a working knowledge of federal, state and municipality policies as they relate to employment preferred.
  • Computer skills including word processing, spreadsheets, presentation software, and HRIS.
  • A commitment to team objectives and Didi Hirsch philosophies.
  • Ability to adapt to changing needs by acquiring new skills and knowledge.
  • Current California driver's license, car insurance, and a driving record acceptable to the Agency's insurance carrier.
