The Department of Transportation is supported by its own IT team. The DOT IT team coordinates, develops, and delivers all activity surrounding technology, innovation, and strategic IT investments to support the department and transportation network of the future. The DOT IT team works across departments to ensure that City IT governance, policies, and procedures are followed when implementing new and existing technology solutions.

Position Duties
The Department of Transportation is currently seeking to fill 1 or more vacancies in the Administrative Services division. Salary ranges for these classifications are:
  • Systems Application Programmer I: $88,932.48 - $108,086.16
  • Systems Application Programmer II: $98,629.44 - $119,945.28

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.
Under direct supervision of the Information Systems Analyst, the System Applications Programmer (SAP) I/II will:
  • Assist other DOT IT developers and GIS specialists in the design, implementation, and maintenance of applications that support various engineering, administrative, and field maintenance teams throughout the Department of Transportation;
  • Partner with City service subject matter experts to develop reports, dashboards, and data visualizations that analyze operational data, monitor key performance indicators (KPIs), and identify opportunities to improve operational efficiency and support data-driven decision-making;
  • Collaborate with end users to document business processes and functional requirements, develop technical specifications, conduct application training, provide technical support, and assist in implementing application enhancements;
  • Develop and maintain test plans and test cases, perform regression testing following software enhancements, but fixes, and system upgrades, and verify that applications meet functional requirements and quality standards prior to release.
  • Additional duties as required.


Desirable skills and experience include but are not limited to:
  • Experience developing Lightning Web Components, Apex, and Salesforce platform administration
  • Strong database scripting knowledge (Python, SQL, etc.)
  • Prior development and support experience with City/County applications
  • Working knowledge of data warehouse/lake/Lakehouse infrastructure
  • Analytics experience 1-3 years preferably with Power BI

Minimum Qualifications
Education: A bachelor's degree from an accredited college or university in Computer Science, Management Information Systems, Business Administration, or a closely related field.

Experience: One (1) year experience in computer systems applications programming.

Acceptable Substitutions: Additional years of directly related work experience may be substituted for up to a maximum of two (2) years of the educational requirement on a year-for-year basis. There will be no substitute for the one (1) year work experience requirement.

Certifications/Licenses:Possession of a valid driver's license authorizing operation of a motor vehicle in the State of California.
