Job Title: Systems Analyst II #457

Reports to:Director of Development

Grade:19 (full-time/union)

Salary: $87,641

Level: Entry (This may vary for internal candidates)

Location: MIS Department/Various Locations

Bureau: Administrative Services

Division/Unit: MIS

Working Environment: Hours: Monday - Friday 8:30 a.m. to 4:30 p.m.

Primary Function:

System Analysts will perform requirements gathering, development, testing, and implementation on multiple applications or platforms, both new and existing. They coordinate with MIS internal teams, such as Infrastructure, to ensure the solution is aligned with the organization architecture and establish support plans, Project Management Office, to provide deliverables to projects, and Data, to understand data collection needs, discuss data structures and capabilities. They engage with different business practices to understand needs, gather requirements and collaborate on development work. They also engage with partner agencies to establish and execute data interchange processes when necessary. It is important they utilize SDLC best practice to establish a complete and thorough approach to developing solutions.

Physical Requirements:
Physical Requirements: Sedentary work. Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Duties and Responsibilities:
  • Work with business units throughout the State's Attorney's Office to design, develop, and improve both current and new applications
  • Use industry-standard relational database best practices including but not limited to primary keys, logical deletes, update timestamps, changelogs, data normalization, and clear naming conventions
  • Create proper software development documentation, using best practices for product documentation, as well as QA, technical design, source code, API documentation, as needed for the project. Also maintain existing documentation through change processes.• Create front-end interfaces based in user-centered design principles, for ease of use, consistency and helping completion of processes.
  • Design and implement data replication from applications into a reporting and analysis database
  • Work with outside vendors employed to help the State's Attorney's Office as a team develop and implement applications such as case management systems
  • Work with other System Analysts to help the team develop high-quality products
  • Train staff on how to use applications
  • Develop training documentation around applications
  • Provide maintenance and issue resolution support for applications.
  • Stay current on the latest application development technologies
  • Regular access to confidential information; follow strict confidentiality protocols.
  • Perform other duties or special projects, as assigned

Qualifications:

Required
  • Bachelor's degree preferred in Information Technology, Data Sciences, or other relevant program or other equivalent professional experience
  • Three (3) years of experience in developing .NET, C#, ASP.NET, & JavaScript programming (web services & web API applications)
  • Three (3) years of experience working with SQL Server databases
  • Three (3) years of experience developing and maintaining data pipelines
  • Strong knowledge of data structures and system design
  • Creative problem solver with the ability to self-teach
  • Organized with high attention to detail
  • Experience with data management/analysis
  • Solid understanding of multi-relational data structures
  • Comfortable working in an iteration-based environment
  • Candidate must have excellent communication skills both verbal and written
  • Strong interpersonal and communication skills, specifically the ability to communicate technical concepts to a non-technical audience
  • Self-starter who is comfortable working both independently and with a team
  • Candidate must have the ability to multi-task and work in a high paced environment

Preferred Qualifications:
  • Master's degree preferred in Information Technology, Data Sciences, or other relevant program or other equivalent professional experience
  • Experience with Microsoft Power Platform and/or Dynamics 365 CE/CRM as a Developer or Administrator.
  • Previous experience working for a local, county, state, or federal government agency in information technology, especially with legal or justice focused agencies, such as courts or law enforcement.
  • An understanding of how to design meaningful data visualization
