Job Title: Systems Analyst 3

OverviewA state government agency is seeking a senior Systems Analyst 3 to support a statewide ERP and fiscal management program. This role supports enterprise financial, HR/payroll, and ancillary systems, with responsibilities spanning technical oversight, production support, service management, compliance, security, and vendor coordination.
Key Responsibilities- Provide senior-level technical consulting and support for enterprise ERP systems and statewide fiscal applications.
- Ensure CAPPS requirements, development activities, testing, and deployments comply with established procedures, coding standards, and SDLC methodologies.
- Review and validate functional designs, technical specifications, and integration documentation.
- Analyze business processes and system workflows to evaluate ERP design effectiveness and alignment with business requirements.
- Identify technical gaps, integration dependencies, architectural risks, and potential system impacts.
- Develop technical scenarios and test cases to validate application functionality and system behavior.
- Assess performance, security, scalability, accessibility, and data quality impacts of proposed solutions.
- Review developed code and migration activities to ensure compliance with agency standards and requirements.
- Ensure all digital products and content comply with WCAG 2.1 accessibility standards.
- Administer and support the BOSSDesk service desk platform, including configuration, maintenance, troubleshooting, integrations, monitoring, reporting, and documentation.
- Maintain an ITIL-compliant service management environment and support continuous service improvement initiatives.
- Provide Level 2 Service Desk support for complex incidents, service requests, and technical issues.
- Troubleshoot interface issues, IP whitelisting requests, EFT connectivity problems, transfer file issues, batch processing failures, and related technical challenges.
- Collaborate with managed services vendors responsible for Level 3 support and escalation activities.
- Support CAPPS Hub Program compliance activities, baseline management, and quarterly attestations.
- Participate in Major Incident Management processes for Priority 1 and Priority 2 incidents.
- Participate in Disaster Recovery testing and system upgrade testing activities.
- Develop, implement, and maintain information security controls and safeguards.
- Participate in annual SOC-1 audit activities and ensure compliance with security, confidentiality, privacy, and processing integrity requirements.
- Create technical documentation and maintain knowledge management repositories.
- Perform data analysis and prepare operational and management reports.
- Deliver presentations and technical briefings to stakeholders and user groups.
- Perform technical project management activities and support strategic planning initiatives.
- Hold vendors accountable for contractual obligations and service commitments.
- Perform other related duties as assigned.
Required Qualifications- 10+ years of experience working directly for or supporting Texas state government agencies.
- 10+ years of experience supporting enterprise application systems.
- 10+ years of experience creating and managing strategic technology roadmaps.
- 10+ years of experience preparing and delivering executive-level presentations.
- 10+ years of technical project management experience.
- 10+ years of experience interpreting contracts and enforcing vendor compliance with contractual requirements.
- 10+ years of experience with data integration, data quality management, and SDLC methodologies.
- 10+ years of technical experience with PeopleSoft FSCM 9.2 or HCM 9.2.
- 10+ years of experience with PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, and Application Engine.
- 10+ years of experience with Oracle Database 11g or higher.
- 10+ years of experience supporting CAPPS Central production and deployment activities across large multi-agency environments.
- 8+ years of experience with IT Service Desk operations and ITIL frameworks.
- 3+ years of experience supporting BOSSDesk or a comparable ITIL-compliant service desk platform.
Preferred Qualifications- 10+ years of experience applying software and hardware management best practices.
- 10+ years of experience supporting statewide financial systems in production environments.
- 10+ years of experience developing technical specifications for IT procurements.
