The Supply Chain Proposal Manager is responsible for delivering accurate and risk mitigated cost estimates supporting customer proposals and inquiries. This role requires extensive engagement with internal stakeholders to obtain supplier quotations and to develop detailed cost models, ensuring alignment with customer requirements and company financial objectives. This position serves as a primary interface between the proposal team and potential suppliers, coordinating supplier inputs, validating cost data, and translating supplier capabilities into compelling proposal solutions. Working closely with business development, contracts, and program management teams, this role ensures that supply chain costs are accurate, competitive, and supportable throughout the proposal lifecycle.

Responsibilities:

Proposal Development & Management
  • Coordinate non-labor inputs in response to Customer RFPs, including evaluation of existing assets and supplier engagement for bottoms-up proposal costing, and/or parametric costing and estimating
  • Collaborate with cross-functional teams including procurement, logistics, contracts, and engineering to gather inputs that address customer requirements
  • Ensure all supply chain elements of proposals are compliant, competitive, and aligned with company capabilities


Sourcing and Strategy
  • Develop cost models and pricing strategies for supply chain activities required for a proposed program
  • Identify and evaluate potential suppliers, subcontractors, and partners for proposed programs
  • Create make-vs-buy analyses and supply chain risk assessments


Coordination & Communication
  • Serve as a primary point of contact for supply chain-related proposal questions
  • Facilitate proposal reviews and incorporate feedback from internal stakeholders and management
  • Collaborate with business development, engineering, and program management teams throughout the proposal lifecycle
  • Present supply chain strategies and approaches to leadership and proposal teams


Documentation & Process
  • Maintain proposal templates, lessons learned, and best practices documentation
  • Ensure adherence to proposal schedules and deliverable deadlines
  • Support post-submission activities including clarification questions and negotiations


Minimum Requirements
  • Must be a U.S. citizen and be willing and able to obtain a U.S. Government security clearance
  • Bachelor's degree in business administration or related field. Four additional years of experience may be substituted for a degree
  • Minimum of 6 years of experience in supply chain, or business development/finance roles supporting the proposal costing process
  • Proficient in Microsoft Office, specifically Word, Excel, OneNote, and PowerPoint


Preferred Qualifications
  • Master's in business administration
  • Experience with government contracting/subcontracting, including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and NASA FAR Supplement (NFS)
  • Above average skills in Microsoft Excel, including Power Pivots and simple macros

• The base pay for this position within Colorado is: $76,000.00 - $126,000.00 annually.
• The base pay for this position within New Jersey is: $76,000.00 - $126,000.00 annually.
• The base pay for this position within Delaware is: $76,000.00 - $126,000.00 annually.
• The base pay for this position within the Washington, DC metropolitan area is: $83,000.00 - $139,000.00 annually.
• The base pay for this position within California is: $87,000.00 - $145,000.00 annually.

For all other states, we use geographic cost of labor as an input to develop market-driven ranges for our roles, and as such, each location where we hire may have a different range.
